e
ARCADIS July 30, 2013
Background
Seven underground storage tanks (USTs)were previously located onsite for the
storage and distribution of petroleum hydrocarbons by a prior tenant and were
removed in 1993. However, historical records indicate that a release of diesel fuel at
the site occurred in 1993. In response to the release of diesel fuel, remediation
efforts were completed and site closure was obtained in 1996.
UPS is interested in purchasing the property from the current owner and is initiating
an investigation in the vicinity of the former USTs and dispensers to assess soil and
shallow groundwater quality. Impacts to soil and shallow groundwater, or lack
thereof, will be documented and provided to SJCEHD.
Investigation Objectives
The objective of the proposed investigation activities is to assess for the presence of
petroleum hydrocarbons in soil and groundwater in the vicinity of historical USTs at
the site. This objective will be accomplished by advancing up to eight borings(Figure
3)at the site in accordance with the methods and procedures described below. The
proposed locations of these borings are contingent upon access and presence of
underground utilities and may need to be modified accordingly.
Investigation Methods and Procedures
The following presents the activities to be completed prior to and during investigation
activities.
Underground Service Alert, Utility Clearance, Permitting, and Access Agreements
Prior to commencement of investigation activities, and in accordance with state law,
Underground Service Alert(USA)will be notified of the intent to conduct subsurface
investigations at least 48 hours prior to initiation of intrusive field tasks. The proposed
sampling locations will be clearly marked with white paint or surveyor's flagging as
required by USA. USA will notify utility owners of record within the site vicinity of the
intention to conduct subsurface investigations. The utility owners of record, or their
designated agents, will be expected to clearly mark the position of their utilities on
the ground surface throughout all publicly owned areas designated for investigation.
Page:
G UFPUBIIGY R?q IUPSUaIhWP E 1 Rm UPS SHJ_M..E 215
