375 West Larch Road,Tracy
August 28, 2013
Page 2
Way and West Larch Road(currently occupied by ACE Automotive). The other portion is currently is
the Property. Between 1970 and 1984 the Property was indicated to have been operated as a truck
and transport facility. An arrow board company was also indicated to have occupied the Property in
1971.
In 1970 two maps indicated a plan to install an 8,000-10,000 gallon fuel tank(unspecified if above
or below ground tank)and two fuel dispensers. In 1973 an inspection record indicated that a 1,000
gallon diesel AST was present on the Property illegally and was required to be replaced with a UST.
No further information regarding the UST's or AST's was present in the file.
In 1991 the Property was indicated to have been occupied by Mr. Duffy as a rental Property. In
1995 the Property was indicated to have been occupied by Kenko Utility Supply. In 2007 no
occupant was indicated but the owner was indicated to have been Mr. Duffy. In 2012 the Property
was indicated to have been occupied by ANE Racks and Shelving Inc.
There were no records documenting the removal of the tank and dispensers or documenting
subsurface conditions. Copies of the records discovered regarding the fuel tanks and dispensers are
included as Attachment B.
San Joaquin County Environmental Health DeoarbWentRecords
ERAS requested files for the Property from the SJCEHD on June 28, 2013. ERAS was informed on
July 9, 2013 that no records were available.
REGIONAL GEOLOGY/HYDROLOGY
The Property is in the northern part of Tracy, approximately 1.5 miles southwest of Tom Paine
Slough. Surface topography in the vicinity of the Property is almost flat. Elevation of the Property is
approximately 15 feet above Mean Sea Level (MSL)according to the United States Geological Survey
(USGS) Union Island Quadrangle Topographic Map. Regionally, topography in the area of the
Property slopes very gently down to the northwest toward the Sacramento/San Joaquin River Delta.
The Property is located in the central portion of the Central Valley Geomorphic Province of California.
The Central Valley is a major river valley flanked on the east by the Sierra Nevada mountain range
and on the west by the Coast Ranges. Thick deposits of sedimentary rocks and sediments derived
from the nearby upland surfaces underlie the Central Valley. In the area of the site these sediments
are estimated to be 2,000-3,000 feet thick. Below these alluvial sediments are an estimated 10,000-
foot thick sequence of basement marine-derived sedimentary rocks known as the Great Valley
Sequence. The near surface sediments underlying the Property likely consist of a thick sequence of
very fine to coarse grained beds of sand separated by lesser finer grained and coarser grained
deposits (Bartow, 1990).
The Property is located in along the western area of the Central Valley Groundwater Basin. Part of
the San Joaquin River is located approximately 2.5 miles north from the Property.
