AGS
1.0 INTRODUCTION
This Field Investigation Work Plan (Work Plan) for Oil/ Water Separator (OWS) Sites at
Buildings 12, 410A and 508 at the Naval Computer and Telecommunications Station
(NCTS), San Diego Detachment, Stockton, California has been prepared in accordance
with Delivery Order (DO) No. 16, issued by the U.S. Department of the Navy (Navy)
Engineering Field Activity, West (EFA-West), under its Contract Number N62474-95-0-
2523. Chemical analytical results of collected soil and groundwater samples will be
used, if appropriate, for documentation of No Further Action Request requirements, as
described in the Tri-Regional Board Staff Recommendations for Preliminary
Investigation and Evaluation of Underground Tank Sites (RWQCB, 1996). The OWS
sites are currently under California Department of Toxic Substances Control (DTSC)
conditionally exempt permits. The work proposed herein will be conducted to support
closure of the OWS sites and cancellation of their permits, as part of the transfer of
these properties to the Port of Stockton.
This Work Plan presents the objectives and overall technical approach of the field
investigation at these OWS sites. Remaining sections of this Work Plan include:
• Section 2 — Installation History
• Section 3 — Proposed Site Investigation
• Section 4 — Site Closure Requirements
• Section 5 — Schedule and Submittals
• Section 6 — References
1
\\LAURA\C\Wn6C',.VPCCCS%95-CLTS\1,995550304pkWork Plan\Work P!an.acc
