PHS/EHD approved the elements of the
work plan with comments and conditions on September 4, 2001 , without the details of cost
provided . PHS/EHD has been informed that the proposed cost is $600,000 which makes the
proposed corrective action no longer cost effective. Therefore, PHS/EHD is rescinding the
approval of the proposed work.
In order to reduce costs of the excavation work, the depth of the excavation should be limited to
14 to 15 feet below surface grade (bsg). In addition, dewatering of the excavation is not
necessary. Soil can be removed beneath groundwater without dewatering. This has been done
at other sites in the Tracy area. Shoring of the excavation walls may not be necessary. The
boring logs for the site indicate clay soil to 20 feet bsg. The effect of the excavation on the
existing building should be evaluated . If shoring is determined to be necessary, it should be
limited and cost options explored .
Installation of the deep monitoring well and a shallow monitoring well to replace MW3 is still
approved . CVRWQCB requests that a deep monitoring well also be installed near MW5 .
Submit a work plan to PHS/EHD that incorporates the above comments with the proposed cost
so it can be evaluated for cost effectiveness prior to submittal to the Cleanup Fund.
If you have any questions contact Sam Savig at (209) 468-3453 or Margaret Lagorio at (209)
468-3449 .
Donna Heran , RENS , Director
Environmental Health Division
Sam Savig , EHS Margaret Lagorio, REHS
Unit IV Supervisor
c: CVRWQCB — Marty Hartzell
SWRCB Cleanup Fund — Bob Trommer
Blakely Environmental — Hiram Garcia
A Division of San Joaquin County Health Cao: Services
