The
agreement includes a specified amount of funds that our agency will be reimbursed for costs
associated with overseeing corrective action activities. In past years, the amount of LOP
reimbursement funds was sufficient to cover all EHD oversight costs. This is no longer the
case. The EHD must now charge responsible parties directly for issuance of well and boring
permits and the associated inspection activities. However, these well and boring permit costs
will be eligible for reimbursement through the SWRCB Underground Storage Tank (UST)
Cleanup Fund, similar to other UST Cleanup Fund reimbursable expenses. Information on
Cleanup Fund reimbursement can be obtained at the SWRCB UST Cleanup Fund web site:
http://www swrcb ca goy/water issues/Orograms/ustcf/
In summary, these fees w8l only impact you if you are having well or boring
construction/destruction activities performed at your site. These costs should be submitted to
the UST Cleanup Fund for reimbursement along with your other remediation expenses. When
your site has any well or boring permit work performed, EHD staff time expended for issuance of
the permits and the construction/destruction inspection work will be invoiced the following month
to the billable party, based on the EHD staff time expended multiplied by the current EHD hourly
rate.
If you have any questions regarding this matter, please contact Adrienne Ellsaesser, REHS,
Acting Program Coordinator, at (209)468-0343.
Enclosure
