(W&A). Mr. Anthony Osterkamp of Frontier stated to <br /> the EHD that reimbursement by the California State Water Resources Control Board (SWRCB) <br /> under the underground storage tank (UST) Cleanup Fund (CUF), has been suspended resulting <br /> in great financial hardship as the CUF owes Mr. Osterkamp approximately $300,000 for work <br /> completed. Mr. Osterkamp also stated that the proposed remediation (dual-phase extraction <br /> and ozone injection) is estimated to cost an additional $500,000, and he requested the EHD to <br /> slow down implementation of future directives until the CUF can reimburse Frontier for work <br /> already completed. <br /> Although the EHD is receptive to further reductions in sampling of wells if proposed and justified <br /> by your consultant, your site is significantly impacted and the EHD can not approve an indefinite <br /> delay in addressing the concerns posed by the unauthorized release (UAR) on your site; <br /> furthermore, an assessment of the hazard your UAR poses to sensitive receptors is needed to <br /> properly manage your site and move it toward remediation and closure. Following the <br /> conference call, the EHD rechecked the sensitive receptor survey after noting that for most of <br /> the Tracy area, the groundwater gradient is toward the north, but on your site it is toward the <br /> west. The EHD noted that there is a concentration of water supply wells west of your site that <br /> may be pulling your plume in that direction. This raises the concern that your plume has <br /> impacted or may eventually impact one or more wells toward the west. At this time the highest <br /> priority for your site is to complete the assessment of the extent of your plume in the down- <br /> gradient direction, toward the west, and to sample the water wells closest to your source area <br /> (the proximal wells) down-gradient of your site for laboratory analysis for the chemicals of <br /> concern related to your UAR: total petroleum hydrocarbons (TPH) quantified as gasoline <br /> (TPH-g); benzene, toluene, ethyl benzene, and total xylenes (BTEX); methyl tertiary-butyl ether <br /> (MTBE), ethyl tertiary-butyl ether (ETBE), di-isopropyl ether (DIPE), tertiary-amyl methyl ether <br /> (TAME), tertiary butyl alcohol (TBA), 1,2-dichloroethane (1,2-DCA), and 1,2-dibromoethane <br /> (EDB). <br />
