Page 6 of 11 <br /> Permit No . 01-11 <br /> PART II - SPECIAL CONDITIONS <br /> 1. If the results of sampling reported in the permit application for Total Toxic Organic(TTO) are below 0.01 <br /> mg/L (10 ppb), the Industrial User can develop a solvent management plan. If the User elects to develop a <br /> plan, it will be submitted to the City for review and approval. Once approved, the Industrial User must <br /> comply with the plan and any reporting requirements specified by the City. <br /> 2. The Industrial User shall develop an accidental spill prevention plan to eliminate or minimize the accidental <br /> or slug discharge of pollutants into the sewer system, which could have an effect on the City's treatment <br /> plant, sludge, or cause the City to violate its NPDES permit. <br /> 3. In order to meet the wastewater discharge limitations specified in Part I, the Industrial User may be <br /> required to make in-plant process modifications and install a treatment facility where required by the City. <br /> The agreed to construction schedule will be adhered to and reports on progress shall be submitted to the <br /> City. <br /> 4. Discharge limitations in Part I are Local Ordinance Limits or Federal Categorical Limits, whichever are the <br /> more stringent. The Industrial User shall monitor on a specified sampling frequency as required by the <br /> City. <br /> 5. All categorical industries must reach compliance regarding pretreatment and effluent quality by the <br /> deadlines set by the County, State and Federal regulatory agencies. These categorical deadlines might be <br /> before any production can commence for an industrial user. <br /> 6. Failure to pretreat and comply with City, County, State and Federal deadlines will result in termination of <br /> Industrial Waste Discharges. <br /> PART III - REPORTING REQUIREMENTS <br /> 1. The Industrial User shall notify the City immediately upon any accidental or slug discharge to the sanitary <br /> sewer at (209) 831-4488. Formal written notification discussing circumstances and remedies shall be <br /> submitted to the City within 5 days of the occurrence. <br /> 2. Any upset experienced by the Industrial User of its treatment that places it in a temporary state of non- <br /> compliance with wastewater discharge limitations contained in this permit or other limitations specified in <br /> the City's Ordinance shall be reported to the City within 24 hours of first awareness of the commencement <br /> of the upset. A detailed report shall be filed within 5 days. <br /> 3. If any non-compliance of the wastewater discharge limits is found, a second sample must be collected <br /> within 24 hours and analyzed and the results of the analysis reported to the City within 30 days the <br /> discharge becoming aware of the violation. <br /> 4. The Industrial User shall notify the City prior to the introduction of new wastewater or pollutants or any <br /> substantial change in the volume or characteristics of the wastewater being introduced into the POTW <br /> from the User's Industrial processes. Formal written notification shall follow within 30 days of such <br /> introduction. <br />
