The HSC may conduct periodic <br /> site audits to ensure compliance with the HASP and to note any additional hazards or concerns. The HSC has stop-work <br /> -� authorization which shall be executed upon determination that an imminent health or safety hazard exists. <br /> 3.2 DESIGNATED SITE SAFETY OFFICER <br /> As BEII's Site Safety Officer (SSO), James Jazmin is responsible for implementing the site-specific HASP in the <br /> f I absence of the HSC. The SSO shall conduct daily tailgate safety meetings and ensure that only authorized personnel are <br /> allowed at the site. In addition, the SSO shall ensure that the daily sign-in logs for site persons and visitors are maintained. <br /> r.--� The SSO shall report any unsafe acts or conditions to the HSC. <br /> i, <br /> The SSO also has stop-work authorization which shall be executed upon determination that an imminent danger <br /> _ to life or health exists. If a stop-work order is issued, due to safety concerns, the HSC shall be contacted immediately and <br /> !i appropriate steps taken to correct the situation. <br /> 3.3 PROJECT MANAGER <br /> BEII Project Manager, David Blakely is the direct link between BEII and Frontier Transportation. He is <br /> responsible for directing all on-site operations, including the overall implementation of the Health and Safety Program. In <br /> addition, the Project Manager is responsible for ensuring that adequate resources and personnel protective equipment are <br /> allocated for the health and safety of site personnel. The Project Manager is also responsible for ensuring that the safety <br /> -- personnel (via the HSC) are given free access to all relevant site information that could impact health and safety. He will <br /> correct conditions or work practices that could lead to employee exposure to hazardous materials. <br /> L3.4 OCCUPATIONAL MEDICAL CONSULTANT <br /> SAN BERNARDINO COMMUNITY HOSPITAL, BEII's Occupational Medical Consultant, will be available <br /> to answer medical questions and provide guidance in unexpected situations. The Medical Consultant will recommend <br /> -- appropriate medical monitoring for the site team members. <br /> 3.5 EMPLOYEES <br /> II <br /> All BFII employees working at the site are responsible for reading and understanding the HASP. They will be held <br /> accountable for complying with all aspects of the HASP. <br /> 3.6 SUBCONTRACTORS <br /> If they desire, subcontractors on the site may provide their own site Health and Safety Plan that must incorporate, <br /> _! at a minimum, BEII's Health and Safety Plan. As described above, BEII's HSC and SSO have authority to ensure that <br /> subcontractor employees are following the BFII and subcontractor HASP provisions. <br /> } I 4. EMERGENCY PLANNING <br /> 4.1 EMERGENCY SERVICES <br /> Figure I illustrates the location of the Frontier Transportation property with respect to the IIospital. If an <br /> emergency should occur on-site, the Emergency Medical System (9l 1 ) should be activated. <br /> II <br /> ' 4.2 EMERGENCY TELEPHONE NUMBERS <br /> Emergency telephone numbers shall be posted on-site and made immediately available at all times.
