Stantec
Report of Findings for the Waterfront Towers Separate Phase Hydrocarbon Investigation
and Unocal Extraction Well Pilot Study
Waterfront Towers Parking Lot
March 4, 2011
1.0 INTRODUCTION
On behalf of Chevron Environmental Management Company (CEMC; which is managing this
project on behalf of Chevron U.S.A. Inc. and Texaco Inc.) and ConocoPhillips (COP), Stantec
Consulting Corporation (Stantec) has prepared this report as part of the ongoing environmental
remediation effort at the L&M Operable Unit (L&M OU) located adjacent to and along the
eastern boundary of the Delta View Apartments (802 West Weber Avenue) and west of the
North Lincoln Street and West Weber Avenue intersection in Stockton, San Joaquin County,
California (the "Site"; Figure 1). Chevron U.S.A. Inc., Texaco Inc. and COP are collectively
referred to in this report as the "L&M OU Group."
This report presents a discussion of the findings of a separate-phase hydrocarbon (SPH)
investigation conducted by Stantec in the Waterfront Towers parking facilities. The objective of
the investigation was to provide additional data points for further delineation of the vertical and
lateral extent of dissolved petroleum hydrocarbons and observed SPH plumes beneath the
Waterfront Towers parking facilities; petroleum pipelines potentially associated with historic
activities at the L&M OU and the Unocal Operable Unit (UOU) were previously removed from
this location.
In addition, the report presents a discussion of an aquifer test and system feasibility study
conducted at the UOU. The objective of this study was to determine the quantity and quality of
groundwater at the UOU, specifically within the previously installed collection trench at the site,
to further evaluate the feasibility of remedial technologies currently applied at the L&M OU to
groundwater beneath the UOU. Work was performed in accordance with Stantec's Work Plan
for Additional Separate Phase Hydrocarbon Assessment, Unocal Groundwater Recovery Well
Installation, and Remedial System Feasibility Study dated March 5, 2010 and in response to the
California Regional Water Quality Control Board Email Approval dated May 5, 2010 (Appendix
A).
•
One Team.
