Stantec <br /> Report of Findings for the Waterfront Towers Separate Phase Hydrocarbon Investigation <br /> and Unocal Extraction Well Pilot Study <br /> Waterfront Towers Parking Lot <br /> March 4, 2011 <br /> 2.0 SITE BACKGROUND <br /> 2.1 SITE DESCRIPTION <br /> The Site is the L&M OU portion of a larger parcel of land that the City of Stockton refers to as <br /> Parcel 2A and currently consists of relatively flat, fallow land located near the southwest corner <br /> of the intersection of West Weber Avenue and North Lincoln Street in Stockton, San Joaquin <br /> County, California (Figures 1 and 2). During a December 2, 2002 meeting with the California <br /> Regional Water Quality Control Board-Central Valley Region (CRWQCB-CVR) Parcel 2A was <br /> divided into three operable units: the L&M OU; the UOU; and the Morton-Alco OU (MOU). The <br /> L&M OU was established to direct investigations in the area south of West Weber, west of the <br /> midline of the former Harrison Street, east of North Edison, and north of former Main Street <br /> (Figures 1 and 2). L&M OU includes parts of the Delta View Apartments. Based on historical <br /> use of the L&M OU Site, CEMC and COP have been named as responsible parties. The Unocal <br /> OU was established to direct investigations from Weber Street south to the former Main Street <br /> and from the midline of the former Harrison Street east to Lincoln Street. The MOU was <br /> established to direct investigations from the middle of the former Main Street down to the <br /> southern boundary of Parcel 2A and from the midline of the former Harrison Street east to <br /> Lincoln Street. The City of Stockton owns the area known as Parcel 2A. Following various <br /> legal agreements, the City of Stockton Redevelopment Agency (SRDA) has agreed to be <br /> responsible for assessment and cleanup activities at the UOU and MOU. <br /> The Site is bounded by the Waterfront Towers Parking lot and the Stockton Deep Water <br /> Channel to the north, the Delta View Apartments to the west and south, and the UOU and North <br /> Lincoln Street to the east. <br /> 2.2 PREVIOUS INVESTIGATIONS AND REMEDIAL ACTION <br /> Environmental investigations have been conducted at the Site since 1989. A summary of <br /> previous assessments conducted at L&M OU, UOU, and MOU is presented below. <br /> In August and September 1989, Applied Geosystems (AGS) conducted a soil gas survey (VP-1 <br /> through VP-14) at the Waterfront Redevelopment Property, and subsequently installed three <br /> groundwater monitoring wells (MW-1 through MW-3). A water supply well survey was <br /> performed, which confirmed the presence of two municipal water supply wells in the vicinity of <br /> the Site. One of the municipal water supply wells, owned by the City of Stockton and <br /> constructed in 1972, was identified approximately 2,200 feet east of the Waterfront <br /> Redevelopment property. Another municipal water supply well, maintained by California Water <br /> 2.2 <br />
