The Report discusses the soil and soil gas sampling results from <br /> four borings drilled adjacent to the rail spurs west of the tank room and the deviations from the <br /> proposed sampling depths due to refusal during drilling. <br /> No constituents of concern(COCs)were detected in the soil samples,but various COCs, such as <br /> 1,1-dichloroethne, toluene, Freon 11, and 2-propanol,were detected in soil gas samples from <br /> each of the four borings. The soil gas samples collected from the deepest depths had the highest <br /> concentrations of COCs. Dow acknowledges that these constituents have not been detected in <br /> groundwater during previous groundwater sampling events,but contends that these constituents <br /> are in groundwater and are dispersing to the vadose zone. The Report proposes to collect <br /> groundwater samples from the four existing site monitoring wells to support this conclusion. <br /> Regional Board staff concurs with the proposed groundwater sampling. By 20 February 2004, <br /> please submit a groundwater monitoring report that includes a discussion of the groundwater <br /> sampling results and whether the results support the conclusion in the Report, field logs, and <br /> laboratory analytical data.
