Mr. Randy Fischback - 3 - 21 April 2003
provide a discussion of how the total depths for the CPT locations were determined and
whether the total depths of the monitoring wells are influencing the lack of water
produced in the monitoring wells.
11. The CPT and boring logs show sand and gravel from about 15 to 25 feet below ground
surface (bgs), but do not show first encountered groundwater. Dow needs to discuss first
encountered groundwater, and if there is a water-bearing zone higher than between 60 to
70 feet bgs (interval where the samples described in the EA were collected), explain why
the first encountered groundwater was not sampled. Based on this information, Regional
Board staff can then determine whether the calculations provided in the EA to determine
the designated cleanup level for soil is sufficient.
By 3 June 2003, please submit a response to the above comments along with a work plan to
collect the additional information as requested.
