This Work Plan was prepared in response to an April 12, 2005
letter from Ms. Devra Lewis of the California Regional Water Quality Control Board-Central
Valley Region (RWQCB). In the letter, Ms. Lewis accepted CPLs offer "to sample via a
neutral party, an existing well near the pipeline using the proper protocol to identify jet fuel".
A copy of this letter is included as Attachment 1.
This Work Plan includes a brief site description, proposed scope of work and schedule.
SITE DESCRIPTION
The section of the Pipeline (Milepost 9.90) is located approximately 50 feet south of 541
West Grant Line Road in Tracy, California (Figure 2). The Pipeline runs underground down
West Grant Line Road. The surrounding area consists of commercial buildings, residential
lots, and an unlined storm water basin that is located south of undeveloped property. The
pipeline has been an active refined fuel pipeline since 1965. There have been no reported
leaks from the Pipeline in this area to date.
PROPOSED SCOPE OF WORK
Groundwater flow in the site vicinity is predominantly to the northwest (Figure 3). A
previous sensitive-receptor survey conducted by SECOR in 2001 did not identify any
existing groundwater wells that are both downgradient of the Pipeline and upgradient of 541
West Grant Line Road'. Therefore, the scope of work for this assessment will include the
' SECOR International Inc. 2001.
