The Letter is a follow up to the conversation we had on
16 March 2005 regarding reconsideration of Regional Board staff's request for sampling near the pipeline.
The Letter provides the following reasons to reconsider the request for additional work:
• The 8 December 2003 Field Investigation Report and Request for a Comfort Letter(Report)
submitted by Treadwell &Rollo on behalf of Mr. Tom Brenkwitz, property owner of 541 West Grant
Line Road in Tracy states that the pipeline should not be considered a source of pollution.
• There is no evidence of the presence of jet fuel in the area.
• Pipeline integrity records show no records of documented leaks in the vicinity of the area of concern.
• Data provided in the Report suggests a historic release with no ongoing leaks or spills.
• Any additional sampling would need to be 20 to 30 feet from the active pipeline, which have already
been collected.
The Letter states, "Chevron would welcome the opportunity to sample, via a neutral party, an existing
well near the pipeline, using the proper protocol to identify jet fuel." Regional Board staff concurs with.
this suggestion. By 24 May 2005, please submit a work plan discussing the sampling protocol, location,
neutral party, method for identifying the jet fuel, and a schedule to perform this work.
