S c C 0 R
Ms. Devra Lewis
August 31, 2004
Page 2
PROPOSED SCOPE OF WORK
The scope of work proposed for this assessment includes verifying the location of the
Pipeline with respect to West Grant Line Road, preparing a historical groundwater flow rose
diagram, evaluating product throughput and testing records for the Pipeline, and the
preparation of a map depicting utilities near the Pipeline. The specific scope of work is
described below.
SITE SPECIFIC HEALTH AND SAFETY PLAN
As required by the Occupational Health and Safety Administration (OSHA) Standard
"Hazardous Waste Operations and Emergency Response" guidelines (29 Code of Federal
Regulations Section 1910.120), and by California Occupational Health and Safety
Administration (Cal-OSHA) "Hazardous Waste Operations and Emergency Response"
guidelines (California Code of Regulations Title 8, Section 5192), SECOR will prepare, or
modify the existing, site-specific health and safety plan (SHSP) prior to the commencement
of fieldwork. Field staff and contractors will review the SHSP before beginning field
operations at the site.
PIPELINE LOCATION VERIFCATION
SECOR will verify the location of the Pipeline based on Chevron Pipeline as-builts. In
addition to reviewing the as-builts, SECOR will meet with Chevron Pipeline personnel to
validate the as-builts of the Pipeline.
GROUNDWATER FLOW ROSE DIAGRAM PREPARATION
The historical groundwater data from Chevron Service Station 9-8632 will be used to
prepare a groundwater flow rose diagram.
PIPELINE THROUGHPUT AND TESTING RECORDS REVIEW
SECOR will obtain Pipeline product throughput and testing records, if available, from
Chevron Pipeline. In addition, SECOR will review the records to determine the type of fuel
that has been pumped through the pipeline and when it was pumped.
UTILITY MAP PREPARATION
SECOR will meet with a private utility locator to locate all utilities along West Grant Line
Road. In addition, a map will be prepared depicting the location of all utilities found.
I:\Chevron\32792\Reports\2004 Chevron Pipeline Characterization Work Plan.doc
