The Report
includes five sampling locations along West Grant Line Road that are parallel to the Chevron pipeline.
According to the Report, since 1965 the Chevron pipeline has been an active refined fuel pipeline that
runs down the centerline of West Grant Line Road. Grab groundwater samples from the five sampling
locations reported total petroleum hydrocarbons (TPH) as jet fuel up to 32,000 micrograms per liter.
Although the Report states that the pipeline has not transported jet fuel in"several years," the detections
of TPH as jet fuel are a likely result of a release from the Chevron pipeline since jet fuel is not used at
businesses in the proximity of the pipeline along West Grant Line Road.
Therefore, an investigation is needed to determine if groundwater and soil are polluted as a result of a
release from the Chevron pipeline. By 15 March 2004,please submit a work plan to investigate soil and
groundwater pollution associated with the Chevron pipeline along West Grant Line Road between Tracy
Boulevard and Buthman Avenue. Analyses for soil and groundwater samples should include, but not be
limited to, TPH as jet fuel, as diesel, and as gasoline, benzene, toluene, ethylbenzene, xylenes, fuel
oxygenates, and any other petroleum product transported in the pipeline.
