The Work
Plan proposes three borings about 50 feet north of the pipeline to a depth of about 15 feet below ground
surface. Chevron will collect a minimum of one soil sample and a grab groundwater sample from a
temporary monitoring well installed in each boring.
We have the following comments on the Work Plan:
1. The Work Plan is proposing borings that are close to previous sample locations from a separate
investigation. Chevron needs to explain how sampling from these borings that are about 50 feet
north of the pipeline will determine whether there has been a release from the pipeline and
whether Chevron is collecting these samples to confirm previous investigative results.
2. The Work Plan does not discuss how deep the pipeline is and whether sampling adjacent to the
pipeline is feasible. Chevron must include this information.
3. The Work Plan proposes to collect soil samples solely based on photoionization detector(PID)
readings. Chevron does not discuss which soil samples will be submitted for laboratory analysis if
there are low or no positive PID readings. The purpose of the investigation is to determine if there
has been a release from the pipeline, and therefore, Chevron needs to propose consistent sampling
for each of the borings based on the depth of the pipeline, visual observations, and PID readings.
By 23 April 2004, please submit responses to the above comments.
