The request for a comfort letter is based on detections of petroleum
hydrocarbons on your property that may be associated with other known petroleum hydrocarbon
polluted sites in the vicinity of your property. In addition to the Report, T&R submitted the
following for our consideration of issuing a comfort letter:
• May 1996 Report on Emergency Remediation for Continuation of Construction (prepared
for 2480 Tracy Boulevard property);
• 1 November 1999 Environmental Condition of Subsurface Proposed Grant Line Auto
Center,
• 3 June 2003 Site Assessment Report; and
• 3 September 2003 Field Investigation Work Plan.
The Report provides soil and grab groundwater sampling results from 29 borings on and around
the site, as well as results from investigations of petroleum hydrocarbon polluted sites in the
proximity of the site. There are low level detections of total petroleum hydrocarbons (TPH) as
diesel and TPH as motor oil at the groundwater/soil interface or capillary fringe. TPH as
gasoline was detected at 1,100 and 1,800 milligrams per kilogram in two deeper interval soil
samples. Of 23 grab groundwater samples, only one sample did not contain TPH. The
groundwater contains TPH as gasoline up to 900,000 micrograms per liter (µg/1), TPH as diesel
up to 340,000 µg/1, and TPH as jet fuel up to 390,000 µg/1. The highest concentrations in soil
and groundwater were recorded from samples collected to the north and northeast of the site,
which based on information from adjacent sites are up and cross gradient of the site, respectively.
California Environmental Protection Agency
c?Recycled Paper
