Box 6012 <br /> San Ramon, California 94583 <br /> Subject: Soil Investigation Work Plan <br /> Former Tracy Pump Station <br /> 14821 West Grant Line Road <br /> Tracy, San Joaquin County, California <br /> Dear Mr. Oliphant: <br /> SAIC Energy, Environment& Infrastructure, LLC (SAIC)prepared this work plan on <br /> behalf of Chevron Environmental Management Company(CEMC) for the former Tracy <br /> Pump Station site(the Site; Figure 1). CEMC requested SAIC to perform a soil <br /> confirmation boring program following additional geophysical delineation activities at <br /> the Site. SAIC proposes to advance up to 10 soil borings to delineate the extent of a <br /> potential surface expression of separate-phase oil (SPO). <br /> BACKGROUND AND SITE DESCRIPTION <br /> The Site is located on a triangular-shaped parcel bounded by Byron Road to the north- <br /> northeast and Grant Line Road to the south(Figure 1). The Site is approximately 35 feet <br /> above mean sea level and has relatively flat topography. Current property use is a mix of <br /> agricultural and light-industrial business. The Union Pacific Railroad(UPRR) is located <br /> north-northeast of the Site, across and parallel to Byron Road. <br /> The Site was a booster/heater station for the former Old Valley Pipeline (OVP) system. <br /> Aboveground storage tanks (ASTs), pumps,heaters,and boilers were removed from the <br /> Site; however, buildings that housed the mechanical equipment are still on site and in use. <br /> The Site includes rights of way (ROWs)associated with the former OVP and the former <br /> Tidewater Associated Oil Company(TAOC)pipelines. <br /> The OVP was installed between 1902 and 1904 as a"hot line" (i.e.,the oil was heated to <br /> facilitate transmission)and carried San Joaquin Valley crude oil north from the Kern <br /> SAIC Energy,Environment&Infrastructure,LLC <br /> 1000 Broadway I Suite#675 1 Oakland,California 94607 1 tel:(510)433-0835 1 fax:(510)466-71911 saic.coml eeandi <br />
