Mr.Mike Oliphant—CEMC <br /> Soil Investigation Work Plan May 10,2013 <br /> Former Tracy Pump Station Page 2 of 3 <br /> River Oil Fields (in and near Bakersfield)to the Richmond Refinery. The pipeline and <br /> associated pump stations operated from 1903 until the early to mid 1930s. The OVP was <br /> again used during the early 1940s to primarily transmit Bunker C fuel oil from the <br /> Richmond Refinery to railroad hubs in Tracy. The pipeline northwest of Tracy may have <br /> also been used to transport crude oil to various markets in the Bay Area until the late <br /> 1960s;the OVP was reportedly abandoned in 1970. Where the pipeline was not <br /> abandoned in place, it was removed and the trenches were likely backfilled with native <br /> soil. The former OVP ROW at the Site is aligned with the south side of West Byron <br /> Road(Figure 2). <br /> The former TAOC ROW lay within the UPRR ROW. The TAOC system was <br /> constructed in 1907 and transmitted heated crude oil from the southern San Joaquin <br /> Valley to the Bay Area. The pipelines reportedly transmitted a cutter stock with the <br /> crude oil between Coalinga and the Bay Area;the cutter stock was used to reduce the <br /> viscosity of the oil. The TAOC pipelines were abandoned in the 1970s. <br /> SAIC performed several environmental investigations at the Site under the direction, and <br /> to the satisfaction, of the Central Valley RWQCB. SAIC also performed a remedial <br /> excavation at the Site in 2011. Previous environmental activities are summarized in <br /> Appendix B of SAIC's January 2012 Remedial Action Report. I <br /> SCOPE OF WORK <br /> The purpose of the investigation is to confirm the extent of a potential near-surface SPO <br /> seep previously observed at the Site, following additional geophysical evaluation at the <br /> Site. The seep was identified near a fenced area, northwest of the former pump house <br /> building. A site map is shown on Figure 2. <br /> SAIC proposes to advance up to 10 soil borings based on the results of the geophysical <br /> investigation. The exact locations of soil borings will be dependent on the results of the <br /> geophysical investigation. Soil samples will be visually evaluated for the presence of <br /> residual hydrocarbons. Soil samples will not be collected for chemical analysis. <br /> The scope of work will be implemented in accordance with the following investigation <br /> activities: <br /> • Verify access agreements for the private property on which borings are proposed. <br /> • Obtain soil boring permits from the San Joaquin County Environmental Health <br /> Department. <br /> • Mark boring locations for Underground Service Alert(USA), and notify USA at <br /> least 48 hours in advance, as required by law. <br /> • Subcontract a private utility locator to clear the site of any potential overhead and <br /> underground hazards and/or other potential obstacles. <br /> • Subcontract a California-licensed(C-57) driller to advance soil borings using a <br /> hand auger to a maximum depth of 5 feet below ground surface. <br /> 1.
