Lee Higgins -2- 15 June 2011 <br /> Chevron <br /> Catellus, Tracy <br /> considered incomplete. Therefore, the health risks and hazards of onsite groundwater for <br /> potential onsite residents were not quantitatively evaluated. <br /> An ecological screening evaluation indicates that six threatened or endangered species were <br /> identified in the vicinity of the Site; two sightings of Swainson's hawk were previously noted <br /> within a one-mile radius. However, the property is within the sphere of influence of the 2004 <br /> City of Tracy General Plan which indicates the area of the Site will be developed for industrial, <br /> commercial and office uses near California Interstate 205. Some low-density residential <br /> developments are proposed further from the highway. SAIC concluded that future <br /> development is not likely to provide adequate habitat for the ecological receptors noted in the <br /> vicinity. They concluded that no remedial action is necessary to protect human health or <br /> ecological receptors, and that a decision for no further action determination could be made. <br /> Central Valley Water Board staff concludes that: <br /> • The presence of residual crude oil/petroleum hydrocarbons in soil does not pose an <br /> unacceptable health risk for an adult or child resident or ecological receptor under the <br /> conditions evaluated and no remedial action is necessary. <br /> • SAIC assessed available cleanup technologies and remedial alternatives for soil and <br /> groundwater at Chevron's historical crude oil pipeline projects. The assessment <br /> concluded that residual weathered crude oil is highly viscous, relatively immobile, and <br /> primarily occurs within low permeability silty clay soil at the Site. Location of the Site <br /> within the utility/highway corridor limits most forms of remediation such as passive in- <br /> well recovery, pumping and extraction, and/or excavation. <br /> • Consistent with the other historical crude oil pipeline sites, Chevron needs to submit a <br /> site-specific Soil and Groundwater Management Plan (SGMP) that designates Chevron <br /> as the responsible party to address residual crude oil that may be encountered or <br /> excavated during future Site activities. <br /> The Central Valley Water Board is required to provide the public the opportunity to comment <br /> on closure decisions under state law (including Health and Safety Code 25356.1). Central <br /> Valley Water Board staff will be notifying nearby landowners, residents, and occupants of the <br /> proposed Site closure. Pursuant to Section 2728 of the California Code of Regulations, Title <br /> 23, Division 3, Chapter 16, the Central Valley Water Board requests that Chevron conduct a <br /> property and offsite property owner survey (Survey). The Survey should determine: a) all <br /> properties overlying soil and groundwater determined to have been impacted by the historical <br /> pipelines' release, and b) adjacent properties within a 200-foot radius of the impacted areas <br /> delineated at the Site. Upon completion of the Survey, submit a table or spreadsheet listing <br /> property owner names and mailing addresses, business and residence mailing addresses, and <br /> assessors' parcel numbers and a corresponding map(s). <br /> By 10 October 2011, please submit the results of the Survey. Central Valley Water Board <br /> staff will submit written notification regarding the proposed Site closure to parties listed on the <br /> Survey and provide them an opportunity to submit comments. The SGMP may be submitted <br /> at the same time. <br />
