Box 6012 <br /> San Ramon, CA 94583 <br /> REVIEW - NO FURTHER ACTION REQUIRED REQUEST, CATELLUS, TRACY, SAN <br /> JOAQUIN COUNTY <br /> Chevron Environmental Management Company (Chevron) submitted a No Further Action <br /> Required Request (NFAR) Report, Catellus, Tracy, San Joaquin County (Site). The Report, <br /> dated 25 May 2011 was prepared for Chevron by Science Applications International <br /> Corporation Energy, Environment & Infrastructure, LLC (SAIC). <br /> The project is along West Byron Road generally from Von Sosten Road on the southeast end <br /> to about San Jose Road at the northwest end of the project, northwest of Tracy, in western <br /> San Joaquin County. The Site is within the West Byron Road right-of-way (ROW) easement, <br /> primarily beneath the highway ROW, which includes two active refined petroleum product <br /> pipelines, two historical crude oil pipelines, and adjacent agricultural fields. The ROW <br /> includes the Union Pacific Railroad (UPRR) tracks. <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has <br /> reviewed the Report and related 2003 — 2008 soil and groundwater investigation reports <br /> prepared for Chevron by SAIC. Based on the findings, Central Valley Water Board staff <br /> concurred in a 15 April 2009 letter to Chevron, that crude oil affected soil and groundwater has <br /> been delineated. A Human Health Screening Evaluation (HHSE) dated 20 October 2010 was <br /> submitted. <br /> SAIC's HHSE report determined that the cancer risk for a hypothetical future onsite resident <br /> was 4E-06. The cancer risk determined is within the range of risk management of 1 E-06 to <br /> 1 E-04, and SAIC indicated this is a conservative estimate, and actual risks are believed to be <br /> much lower. According to the HHSE, the exposure to petroleum hydrocarbons in shallow soil <br /> at the Site should not result in an unacceptable health risk for an adult or child resident. The <br /> total potential non-cancer hazard from oral, dermal, and inhalation exposure to onsite soils of <br /> 0.003, is well below the de minimus level of 1. <br /> Shallow groundwater at the Site exceeds State and Federal standards for total dissolved <br /> solids (TDS) for drinking water and agricultural purposes. SAIC concluded that Site <br /> groundwater is not a likely source of drinking water and the direct exposure pathway was <br /> California Environmental Protection Agency <br /> ca Recycled Paper <br />
