M. Scott Mansholt - 2 - 16 November 2006
• Fuel fingerprint analysis is needed to determine if the petroleum hydrocarbon leaks are
San Joaquin Valley crude oil;
• Additional characterization is needed in the area of boring SB-8 where free phase crude
oil, elevated PAHs and benzene were identified;
• Groundwater samples should be collected from the three domestic supply wells and
submitted for analysis of the petroleum hydrocarbon constituents of concern and water
quality parameters; and,
• In addition to total dissolved solids, a representative number of groundwater samples
need to include analyses of "general minerals", electrical conductivity, ammonia as
nitrogen, nitrate as nitrogen, and total nitrogen.
Regional Water Board staff concurs with the proposed boring and sampling locations for
addressing the lateral and vertical extent of impacted soil and groundwater provided our
comments discussed above are addressed.
By 15 March 2007 please provide a report containing the results of the additional
characterization. Please notify Regional Water Board staff at least 48 hours prior to
commencement of field activities.
If you have any questions or comments, please contact Dean Hubbard at (559) 445-5179.
SHELTON R.
