Dean Hubbard <br /> Senior Engineering Geologist Engineer i Geologist <br /> DATE: 6 November 2006 SIGNATURE: <br /> SUBJECT: REVIEW OF SOIL AND GROUNDWATER INVESTIGATION, CATELLUS <br /> PROPERTY, TRACY, SAN JOAQUIN COUNTY <br /> I have reviewed the Soil and Groundwater Investigation report for the Catellus site located <br /> northwest of Tracy. The 28 September 2006 report was prepared for Chevron by their <br /> consultant, SAIC. The Catellus property is located along the former Old Valley Pipeline (OVP) <br /> right-of-way (ROW) adjacent to W. Byron Road, between W. Grant Line Road and Van Sosten <br /> Road, immediately northwest of Tracy. A reference Figure provided by SAIC is attached. <br /> Background <br /> The OVP, located west of W. Byron Road, and the former Tidewater Associated Oil Company <br /> (TAOC) pipeline located east of W. Byron Road, previously transported crude oil and/or <br /> Bunker C fuel oil between Kern County oil fields and refineries in the Richmond area until the <br /> 1960's. The former TAOC pipeline was located within the Union Pacific Railroad (UPRR) <br /> tracks ROW, also the east side of W. Byron Road. In addition to the TAOC line, two active <br /> refined product pipelines (Bay Area Products Line and the Kinder Morgan Line) are within the <br /> UPRR ROW. The former pipelines northwest of Tracy were reportedly abandoned by the <br /> 1970's. <br /> The Catellus property is undeveloped and it is located within the City of Tracy General Plan - <br /> 11sphere of influence" and is designated Urban Reserve 4. According to the General Plan, the <br /> immediate area adjoining W. Byron Road will be developed for industrial, commercial, and <br /> office uses near Interstate 205, and residential uses located further from the highway. <br /> In latter 2005, an excavation contractor encountered petroleum hydrocarbon-impacted soil <br /> during utility installation activities at the intersection of W. Grant Line and W. Byron Roads. <br /> Elevated total petroleum hydrocarbon (TPH) concentrations were reported in soil and <br /> groundwater. This area (referred to as the SBC Dig) was considered within the scope of the <br /> Catellus property characterization activities currently in progress. <br /> The Catellus investigation is part of Chevron's "forward" environmental assessment of <br /> properties located along the former OVP or TAOC lines and was not prompted by the findings <br /> of the SBC Dig site. The SBC Dig site is located at the southeast end of the Catellus project. <br /> Other than the SBC Dig, environmental assessments have not been conducted for the <br /> property, which extends approximately 4,000-feet northwest-southeast and addresses a strip <br /> of property up to 700-feet wide and encompasses the east and west sides of W.
