� r <br /> Soil Suitability and Nitrate Loading Evaluation-Update-2 Page 2 of 18 <br /> Great Pacific Nut—Nut Processing Facility Expansion <br /> 3501 Lehman Road, Tracy, California <br /> September 6, 2019 CTE Job#25-071 OG <br /> RESPONSE TO COMMENTS FROM SAN JOAQUIN COUNTY EHD <br /> Regarding SJCEHD comments related to Percolation test "P-1" which testing was <br /> performed on July 19,2019 which established a percolation rate of 16 minutes per inch. <br /> • The "P-1" test hole was drilled to 38 inches and test was observed and rate <br /> confirmed by a representative from San Joaquin County Environmental Health <br /> Department (SJCEHD) on July 19, 2019 as indicated in our report. A permit was <br /> issued by SJCEHD for this percolation testing on 4/4/19. <br /> • The SJCEHD comments indicate staff documented "P-1" to be located 10-20 <br /> north of the two houses. However,the location described by SJCEHD is incorrect <br /> the test was actually performed at the proposed originally proposed leach field <br /> location as shown on Figure-2 of the attached report. This test location was <br /> located and staked by the surveyors and verified using a 100 foot cloth tape in the <br /> field to be 65 feet south of the south wall of the proposed bathroom that was <br /> staked in the field. If the test had been located as indicated in the SJCEHD <br /> comments, it would have been very close to or conflicting with the existing <br /> propane tank which extends from 10 to 20 ft north of the main house. It should be <br /> noted that field truck being used at the time was parked lengthwise between the <br /> test hole and the north end of the propane tank with about 20 feet to spare. <br /> • Test "P-1" was originally drilled on April 24, 2019; at that time, a slotted drain <br /> pipe (casing), gravel and a cap were installed in the test hole. Unfortunately, the <br /> test date was postponed several times owing to heavy rains and conflicts in our <br /> scheduling. During the delay in performing the test,the slotted drain pipe and cap <br /> were left in the test hole to protect it. When testing was performed on July 19, <br /> 2019, no caving had occurred in the test hole and the test was observed and <br /> approved by a representative of SJCEHD. A groundwater test hole was also <br /> drilled on April 24, 2019, it is now understood that a separate permit should have <br /> been obtained for the drilling of that test boring. <br /> Regarding SJCEHD comment that indicates "The discussion in the evaluation indicates a <br /> percolation test was also performed in "P-1X" on July 19, 2019, but, the data sheet <br /> indicated it was conducted April 9, 2019". <br /> • Comment appears to be unfounded as shown on page 3 of the August 1, 2019 <br /> report under section titled "4.0 FIELD INVESTIGATION" the second sentence <br /> clearly states "An inspection was scheduled and percolation testing was <br /> performed on April 9, 2019 within test-hole P-IX". The percolation rate obtained <br /> from this test was very slow (480 min/inch) and SJCEHD was notified of the <br /> failing test by phone call. During the phone conversation SJCEHD indicated that <br /> we could cancel the inspection so that we wouldn't need to obtain another permit <br /> when a new test location was determined.
