(-' v <br /> 1.0 INTRODUCTION/BACKGROUND <br /> Walgreen Company retained Bureau Veritas North America, Inc. (Bureau Veritas)to conduct a <br /> Limited Subsurface Investigation (LSI)at Walgreen Store#02680 located at 15 West Harding Way <br /> in Stockton, California (herein referred to as the"subject property"). <br /> This LSI scope of work was developed based on a review of the Phase I Environmental Site <br /> Assessment(ESA)that was conducted at the subject property by Bureau Veritas (Project Number <br /> 99008-008321.01, dated September 5, 2008)and in accordance with Bureau Veritas Proposal <br /> number 0711.08.0806, dated October 23, 2008. <br /> The subject property consists of one commercial building located on an approximate 1.1 acre 'L' <br /> shaped lot in a mixed commercial/retail and residential area. The subject property was developed <br /> with the existing commercial building in about 1972. Additional information pertaining to the <br /> historical operations at the subject property is presented in Bureau Veritas' 2008 Phase I ESA. <br /> The Phase I ESA noted the following recognized environmental conditions(RECs)in connection <br /> with the subject property: <br /> • Historical On-site Filling/Service Station (3 and 31/2 West Harding Way/1501 North <br /> Center Street)—According to Sanborn maps and city directories, a filling/service station was <br /> located on the southeastern portion of the subject property from approximately 1930 to 1950. <br /> No records have been identified regarding this facility; therefore, it is unknown whether the <br /> USTs were removed or remain at the subject property. Furthermore, it is unknown whether <br /> additional hazardous substances(e.g. solvents, petroleum products)or hydraulic lifts were <br /> located on the subject property associated with the vehicle service activities. The former on- <br /> site filling/service station and the potential presence of USTs located on the subject property <br /> are RECs. <br /> • Southeast Adjoining Filling Station (16 East Harding Way)—The southeast adjoining and <br /> crossgradient filling station has been present since 1955 and reported a release of gasoline <br /> impacting groundwater and is currently being monitored and undergoing remediation for total <br /> petroleum hydrocarbons (TPH quantified as gasoline (TPH-g), benzene, methyl-tert butyl <br /> ether(MTBE), and 1,2-dichloroethane (1,2-DCA). Although no investigations have been <br /> conducted on the subject property, it appears that the subject property groundwater may be <br /> impacted with 1,2-DCA, based on the most recent groundwater monitoring results collected in <br /> January 2008. The closest monitoring wells to the subject property, MW-3A(approximately <br /> 135 feet southeast of the subject property)and MW-7A(approximately 160 feet east of the <br /> subject property), detected 1.4 micrograms per liter(ug/L)and 1.8 ug/L of 1,2-DCA, <br /> respectively,which exceed the Department of Health Service Maximum Contaminant Level <br /> (MCL)of 0.5 ug/L. TPH-g was also detected in MW-7A at 97 ug/L; MTBE and benzene were <br /> not detected in those two wells in 2008. Based upon available information, the release <br /> associated with the southeast adjoining property represents a REC. <br /> • Southwestern and Upgradient Adjoining Dry Cleaner(48 West Harding Way)—Cannon <br /> Cleaners has been located approximately 100 feet southwest(upgradient)of the subject <br /> property since approximately 1960 and was previously located at 130 West Harding Way <br /> (approximately 150 feet upgradient)from approximately 1940 to 1955. The presence of the <br /> southwest adjoining dry cleaner is a REC based on its lengthy history and upgradient <br /> proximity to the subject property. <br /> • Historic Nearby Properties—Several other filling stations and dry cleaners were located <br /> adjacent or nearby the subject property during various periods since 1935. These properties <br /> included filling stations located south of the subject property at 10 West Harding Way from <br /> 1965 to 1979, southwest of the subject property at 140 West Harding Way from 1930 to 1970, <br /> 1 Project Number 99008-008321.03 <br />
