A filling/service station was identified east of the subject property from 1955 through <br /> 1984 at 45 East Harding Way. A dry cleaner was located at 34 East Harding Way in 1940, <br /> and Cannon Cleaners(discussed above)was located at various locations upgradient of the <br /> subject property since 1940 to the present. These facilities are RECs based on the proximity <br /> and lengthy time periods they have been located in the vicinity of the subject property. <br /> Based on the above information, Bureau Veritas recommended an LSI be performed at the <br /> subject property to assess the potential for impact from the RECs to include the collection and <br /> analysis of soil, soil vapor and/or groundwater samples for laboratory analysis of appropriate <br /> indicator parameters. <br /> 2.0 SCOPE OF WORK <br /> The scope of work consisted of advancing six soil borings to collect soil,grab-groundwater and soil <br /> vapor samples for potential laboratory analysis and to evaluate potential soil vapor impacts to the <br /> subject property. Bureau Veritas completed the following scope of work as part of this LSI: <br /> • Task 1: Conducted pre-field activities including submitting a drilling application with fees <br /> and a workplan to San Joaquin County Environmental Health Department(SJCEHD)and <br /> obtained the required drilling permit; <br /> • Task 2: Conducted a geophysical survey to evaluate if possible USTs and/or hydraulic <br /> lifts remained on the subject property and collected soil, grab-groundwater, and soil vapor <br /> samples from six soil borings advanced at the subject property; <br /> • Task 3: Submitted grab-groundwater, soil and soil vapor samples to accredited <br /> laboratories for analytical testing; <br /> • Task 4: Prepared a report of findings. <br /> 2.1 Pre-Field Activities <br /> Bureau Veritas prepared a drilling permit application for the SJCEHD that included a workplan, <br /> payment of fees, identifying the drilling subcontractor with proof of insurance, and obtaining written <br /> authorization from the subject property owner to drill on the subject property. Upon obtaining an <br /> approved drilling permit, Bureau Veritas scheduled the drilling date, providing 48 hour notice, as <br /> required. An approved copy of the drilling permit is presented as Appendix A. <br /> Bureau Veritas completed a Site Health and Safety Plan(SHSP)for the work proposed at the subject <br /> property in accordance with the requirements of the State of California General Industry Safety Order <br /> (GISO)5192 and Title 29 of the Code of Federal Regulations,Section 1910.120(29 CFR 1910.120). <br /> A copy of the SHSP was kept onsite during field activities. The SHSP detailed the work to be <br /> performed, safety precautions, emergency response procedures, nearest hospital information, and <br /> onsite personnel responsible for managing emergency situations. <br /> On November 11, 2008, Bureau Veritas marked proposed boring locations in white paint and <br /> contacted Underground Service Alert of Northern California(USAN)to clear public utilities. USAN <br /> issued Ticket Number 588206 for the proposed subsurface work. <br /> On November 11, 2008, NORCAL Geophysical Consultants, Inc., (NORCAL), of Cotati, California, <br /> a professional utility locating service, cleared the six soil boring locations of underground utilities <br /> where subsurface work was proposed. The locations of the proposed soil borings were all <br /> adjusted in the field to clear identified underground utilities during the utility clearance activities; <br /> however,this did not compromise the proposed sampling plan. <br /> 2 Project Number 99008-008321.03 <br />
