Box 936 <br /> Palmetto, FL 34220 <br /> WELL DESTRUCTION AND SITE RESTORATION WORK PLAN, WEST COAST TOMATO, <br /> 2900 HARDING WAY, STOCKTON, SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley Water <br /> Board) staff reviewed the 15 April 2011 Well Destruction and Site Restoration Workplan (Work <br /> Plan) prepared by Ground Zero Analysis, Inc. (Ground Zero) on behalf of West Coast Tomato, <br /> Inc. for the aboveground storage tank (AGT) release at 2900 East Harding Way in Stockton <br /> (Site). <br /> The Site is in a rural/commercial area east of Stockton and is currently occupied by a produce <br /> packaging facility. On 13 April 2011, the Central Valley Water Board Executive Officer issued <br /> West Coast Tomato a Conditional No Further Action letter. This letter states that West Coast <br /> Tomato needs to properly destroy the Site monitoring wells prior to issuance of a No Further <br /> Action Determination letter. <br /> The Work Plan describes the procedures to properly abandon all five Site monitoring wells. <br /> West Coast Tomato proposes to over-drill and pressure grout wells MW-1 and MW-2, which <br /> have minor remaining concentrations of petroleum hydrocarbons. Wells MW-3 through MW-5 <br /> will be destroyed by pressure grouting. Central Valley Water Board staff concur with the <br /> proposal to destroy Site monitoring wells. West Coast Tomato needs to work with San <br /> Joaquin County Environmental Health Department to obtain the necessary permits.
