(Ground Zero) on behalf of West Coast Tomato,
Inc. for the aboveground storage tank (AGT) release at 2900 East Harding Way in Stockton
(Site).
The Site is in a rural/commercial area east of Stockton and is currently occupied by a produce
packaging facility. On 13 April 2011, the Central Valley Water Board Executive Officer issued
West Coast Tomato a Conditional No Further Action letter. This letter states that West Coast
Tomato needs to properly destroy the Site monitoring wells prior to issuance of a No Further
Action Determination letter.
The Work Plan describes the procedures to properly abandon all five Site monitoring wells.
West Coast Tomato proposes to over-drill and pressure grout wells MW-1 and MW-2, which
have minor remaining concentrations of petroleum hydrocarbons. Wells MW-3 through MW-5
will be destroyed by pressure grouting. Central Valley Water Board staff concur with the
proposal to destroy Site monitoring wells. West Coast Tomato needs to work with San
Joaquin County Environmental Health Department to obtain the necessary permits. Once
Board staff receives the well destruction documentation, it will send written confirmation of the
effective date of the no further action determination.
If you have any questions, you may contact me by phone at (916) 464-4819 or by email at
kshelton(o)-waterboards.ca.gov.
KRISTI SHELTON, P.E.
Water Resources Control Engineer
Aboveground Tanks Cleanup Unit
cc: San Joaquin County Environmental Health Department, Stockton
Mr. Patrick Riddle, Law Office of Patrick D.
