Mr. Bob Spencer 2 8 July 2009
West Coast Tomato, Stockton
Our comments are presented below.
1. Central Valley Water Board staff concurs with West Coast Tomato's proposal to install
an additional monitoring well to define the lateral extent of the groundwater plume. By
15 October 2009, West Coast Tomato needs to install the monitoring well, analyze the
soil and groundwater samples, and submit a report of findings. In addition, the new
monitoring well needs to be added to the quarterly monitoring schedule and the data
included in the quarterly monitoring reports.
2. West Coast Tomato needs to analyze a minimum of three soil samples during the
drilling of the new monitoring well and one sample needs to be from the capillary fringe.
3. Central Valley Water Board staff concurs with West Coast Tomato's proposal to collect
monitored natural attenuation (MNA) data from groundwater monitoring wells. West
Coast Tomato needs to collect a minimum of four quarters of MNA data from all Site
monitoring wells to determine if biodegradation of petroleum hydrocarbons is occurring.
Groundwater samples need to be analyzed at a minimum for dissolved oxygen, oxygen
reduction potential, nitrate, ferrous iron, sulfate, methane, microbial plate count,
alkalinity, TPHg, TPHd, benzene, ethylbenzene, toluene, xylenes, and the five
oxygenates.
In summary, by 15 October 2009, please install the additional monitoring well and submit the
report of findings. In addition, West Coast Tomato should begin collecting MNA data from all
Site wells during the third quarter 2009 and present the results in the quarterly monitoring
reports.
If you have any questions, you may contact me by phone at (916) 464-4819 or by email at
kshelton(cDwaterboards.ca.gov.
KRISTI SHELTON
Water Resources Control Engineer
Aboveground Tanks Cleanup Unit
cc: Ms. Margaret Lagorio, San Joaquin County Environmental Health Department, Stockton
Mr. Patrick Riddle, Law Office of Patrick D.
