Box 936 <br /> Palmetto, FL 342.20 <br /> WORK PLAN ADDENDUM AND FIRST QUARTER 2009 GROUNDWATER SAMPLING <br /> REPORT, WEST COAST TOMATO, 2900 HARDING WAY, STOCKTON, SAN JOAQUIN <br /> COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Regional Water <br /> Board) staff reviewed the 4 March 2009 Workplan Addendum and First Quarter 2009 <br /> Groundwater Sampfing Report(Report) prepared by Ground Zero Analysis, Inc. (Ground Zero) <br /> on behalf of West Coast Tomato, Inc. (West Coast Tomato) for the abovegr-ound storage tank <br /> (AGT) release at 2900 Harding Way in Stockton (Site). <br /> The Site is in a ruraUcommercial area east of Stockton and is currently occupied by a produce <br /> packaging facility. Western Tomato leased the Site from 1968 until it purchased the property <br /> in 1978. Texaco (now Chevron Corporation) installed, supplied and/or serviced AGTs at the <br /> Site from 1972 until at least 1978. The Site consisted of four 100-gallon AGTs, two <br /> 2,000-gallon AGTs, and two dispensers. The type of fuel stored at the Site and the AGT <br /> removal dates are unknown. In 1994, Western Tomato sold the Site to West Coast.Tomato of <br /> .California who sold it to Chip Arnett/Chipa Properties.in 2004. <br /> On 11 February 2009, Regional Water Board staff sent West Coast Tpmato a letter requesting <br /> a work plan addendum to clarify the purpose of the soil borings proposed in the <br /> 23 January 2009 Workplan forAdditionel Subsurface Investigation. Regional Water Board <br /> staff were concerned that the West Coast Tomato did not propose collecting soil samples at <br /> depths.greater than 24 feet below ground surface (bgs). The Report states that the proposed <br /> work will not complete the site investigation, but is a cost-effective method for determining <br /> whether excavation is a viable remedial alternative. <br /> The Report also includes the First Quarter 2009 groundwater sampling report. Depth to <br /> groundwater was about 57 feet bgs and flow direction was toward the northwest. Total <br /> petroleum hydrocarbons as gasoline (TPH9) and benzene were detected only in MW-1 at <br /> concentrations of 120 micrograms per liter (pg/L) arld 0.7 pg/L, respectively. <br /> 1;2-Dichlor6ethane (1,2-DCA) was detected in MW-1 and MW-2 at,a maximum concentration <br /> of 46 pg/L.
