Mr. Ransom
Page 2
February 7, 1989
4 . In a telephone conversation in January 1988 Mr. Mike Velzy
discussed with me the appropriate disposal of the monitoring
well development water to be produced. We agreed that if
analyzes showed no contaminates present the water could be
discharged in the Stockton City Sewer system. Subsequent to
that conversation I was informed that discharges of this
kind to the sewer system would require approval of the
Regional Water Quality Control Board and the City of
Stockton Environmental office. I informed Mr. Velzy of
these requirements.
In our review of the documents that have been submitted
concerning the French Camp site it has been noted that in the
submittal of August 1987 , the first paragraph under the
introduction states that, " . . .Canonie has prepared this workplan
for implementing an Interim Remedial Measure (IRM) and
subsequently undertaking a remedial investigation and feasibility
study at the French Camp site. " In order to eliminate any
misunderstanding as to what activities the documents address, we
believe that it is important to state that DHS considers that the
documents pertain directly to the Interim Remedial measure for
the site and do not meet the Department's requirements for a
complete Remedial Investigation and Feasibility Study. The
information obtained by conducting the activities detailed in the
work plans is directly applicable to a Remedial Investigation and
will help in determining feasible options for any additional
remediation that the site may require.
In closing we would like to commend Mr. Shepard and Mr. Velzy on
their professionalism concerning the work that has been done at
the site. If you have any questions, please call Lorna G. Kirby
at (916) 924-2516.
Sincerely,
William Kilgore
Waste Management Engineer
cc: Mr. Greg Shepard
Canonie Environmental Services
1825 South Grant Street, Suite 260
San Mateo, CA 94402
