In a telephone conversation in January 1988 Mr. Mike Velzy <br /> discussed with me the appropriate disposal of the monitoring <br /> well development water to be produced. We agreed that if <br /> analyzes showed no contaminates present the water could be <br /> discharged in the Stockton City Sewer system. Subsequent to <br /> that conversation I was informed that discharges of this <br /> kind to the sewer system would require approval of the <br /> Regional Water Quality Control Board and the City of <br /> Stockton Environmental office. I informed Mr. Velzy of <br /> these requirements. <br /> In our review of the documents that have been submitted <br /> concerning the French Camp site it has been noted that in the <br /> submittal of August 1987 , the first paragraph under the <br /> introduction states that, " . . .Canonie has prepared this workplan <br /> for implementing an Interim Remedial Measure (IRM) and <br /> subsequently undertaking a remedial investigation and feasibility <br /> study at the French Camp site. " In order to eliminate any <br /> misunderstanding as to what activities the documents address, we <br /> believe that it is important to state that DHS considers that the <br /> documents pertain directly to the Interim Remedial measure for <br /> the site and do not meet the Department's requirements for a <br /> complete Remedial Investigation and Feasibility Study. The <br /> information obtained by conducting the activities detailed in the <br /> work plans is directly applicable to a Remedial Investigation and <br /> will help in determining feasible options for any additional <br /> remediation that the site may require. <br /> In closing we would like to commend Mr. Shepard and Mr. Velzy on <br /> their professionalism concerning the work that has been done at <br /> the site.
