Periodic AST Inspections (Monthly and Yearly) <br /> Visual inspections of ASTs by Facility personnel are performed according to the procedure described in <br /> this SPCC Plan. The visual inspections should consist of a complete walk-through of the Facility <br /> property to check the tanks, tank connections, and above ground product piping, and for damage or <br /> leakage, check for stained or discolored soils, and to ensure complete security. Any problems or leaks <br /> identified by the visual inspection should be promptly addressed and remedied. <br /> The Facility should have a visual inspection performed at a minimum of once per month using the STI <br /> SP-001 Monthly Inspection Checklist and the STI SP-001 Portable Container Monthly Inspection <br /> Checklist included as Attachment B. Annual inspections for the ASTs should be conducted using the <br /> STI SP-001 Annual Inspection checklist included in Attachment B. Records of inspections should be <br /> kept with this plan for at least five years. <br /> External AST Inspections <br /> Based on the size and STI SP-001 2018 category of the ASTs at the Facility, formal external inspections <br /> are required to be performed by a certified inspector at a minimum of every 20 years from the date of <br /> installation. The formal external inspection should be conducted in accordance with the STI standard <br /> and should include a detailed inspection and/or testing of the ASTs,piping, containment, vents, fill <br /> ports, supports, foundations, overfill prevention devices, and other tank appurtenances. The exact scope <br /> of inspection varies depending on the Facility and the exact scope of external inspection necessary to <br /> comply with the STI SP-001 2018 standard at the site must be determined by the certified inspector. <br /> Tanks AST-1 through AST-4 were reportedly installed in 1999. The STI-SP-001 tank inspections were <br /> reportedly completed in April 2020. The inspection reportedly identified a small number of deficiencies <br /> that required repair/upgrade. Staff with Joe's Travel Plaza report that these recommendations are <br /> scheduled to be implemented and parts have been ordered. Apex recommends that a final report <br /> from the tank inspection contractor and repair contractor be provided to San Joaquin County as <br /> soon as they are completed. <br /> Records of certified tank inspections should be kept for the life of the tank. Internal inspections, leak <br /> testing, and shell test comparisons are not required for any tanks or containers at the Facility. Records of <br /> these tests should be retained for the life of the tank if performed. <br /> Totes and Drums <br /> Portable oil containers (drums and totes) should have monthly visual inspections and yearly periodic <br /> integrity inspections performed as described in the Steel Tank Institute (STI) Standard for the Inspection <br /> of Aboveground Storage Tanks, SP-001, 2018. <br /> Visual inspections of drums and totes by Facility personnel are performed according to the procedure <br /> described in this SPCC Plan. The visual inspections should consist of a complete walk-through of the <br /> Facility property to check the drums and totes for signs of damage or leakage, ensure the covers are <br /> properly secured, check for stained or discolored soils, and to ensure security.
