Records of the monthly inspections should be documented on the STI SP-001 Portable Container <br /> Monthly Inspection Checklist included as Appendix B. Use of individual portable containers should be <br /> discontinued or the portable container should be tested recertified per the Department of Transportation <br /> specifications on the following schedule: <br /> ■ Plastic portable container- every 7 years <br /> ■ Steel portable container- every 12 years <br /> ■ Stainless Steel portable container- every 17 years <br /> Records of inspections should be kept with this plan for at least five years. <br /> INTERNAL HEATING COILS (40 CFR 112.8(c)(7)) <br /> There are no bulk storage tanks with internal heating coils at the Facility. <br /> OVERFILL PREVENTION (40 CFR 112.8(c)(8)) <br /> The tanks at the Facility are equipped with automated shutoff valves to prevent overfilling. The <br /> automated shutoff valves are controlled by a Veeder-Root system, which monitors the level of product <br /> in each tank. When tank reaches 90% of total capacity, the valve to the tank is closed automatically by <br /> the Veeder-Root system. Liquid level sensing devices such as the Veeder-Root must be tested regularly <br /> to ensure they are functioning properly. These tests should be performed as part of the monthly <br /> inspection of the Facility and should be conducted following the manufacturer's recommended <br /> procedures. <br /> Joe's Travel Plaza Oil has developed a procedure at the Facility to ensure that the tanks are not <br /> overfilled. The Facility's procedure for tank filling is described below. All transfer operations are <br /> performed by a third party fuel delivery company. Typical transfer procedures include: <br /> 1. The amount of product to be transferred will be determined and then the receiving container will <br /> be inspected to ensure that the receiving container has sufficient free space to receive the <br /> transfer. If there is not enough free space in the receiving container, the transfer must be <br /> stopped and reassessed. <br /> 2. After it has been verified that there is sufficient free space in the receiving tank, all valves, <br /> fittings, and hoses are checked for signs of damage and to ensure the valves are in the closed <br /> position. <br /> 3. Connections are made between the tank and the receiving tank and the transfer tank. <br /> 4. The transfer is initiated. <br /> 5. After the transfer operation is terminated, all valves are shut. <br /> 6. Disconnect hoses from all fittings. <br /> 7. Check to ensure no product was spilled. <br /> 8.
