Records of the monthly inspections should be documented on the STI SP-001 Portable Container
Monthly Inspection Checklist included as Appendix B. Use of individual portable containers should be
discontinued or the portable container should be tested recertified per the Department of Transportation
specifications on the following schedule:
■ Plastic portable container- every 7 years
■ Steel portable container- every 12 years
■ Stainless Steel portable container- every 17 years
Records of inspections should be kept with this plan for at least five years.
INTERNAL HEATING COILS (40 CFR 112.8(c)(7))
There are no bulk storage tanks with internal heating coils at the Facility.
OVERFILL PREVENTION (40 CFR 112.8(c)(8))
The tanks at the Facility are equipped with automated shutoff valves to prevent overfilling. The
automated shutoff valves are controlled by a Veeder-Root system, which monitors the level of product
in each tank. When tank reaches 90% of total capacity, the valve to the tank is closed automatically by
the Veeder-Root system. Liquid level sensing devices such as the Veeder-Root must be tested regularly
to ensure they are functioning properly. These tests should be performed as part of the monthly
inspection of the Facility and should be conducted following the manufacturer's recommended
procedures.
Joe's Travel Plaza Oil has developed a procedure at the Facility to ensure that the tanks are not
overfilled. The Facility's procedure for tank filling is described below. All transfer operations are
performed by a third party fuel delivery company. Typical transfer procedures include:
1. The amount of product to be transferred will be determined and then the receiving container will
be inspected to ensure that the receiving container has sufficient free space to receive the
transfer. If there is not enough free space in the receiving container, the transfer must be
stopped and reassessed.
2. After it has been verified that there is sufficient free space in the receiving tank, all valves,
fittings, and hoses are checked for signs of damage and to ensure the valves are in the closed
position.
3. Connections are made between the tank and the receiving tank and the transfer tank.
4. The transfer is initiated.
5. After the transfer operation is terminated, all valves are shut.
6. Disconnect hoses from all fittings.
7. Check to ensure no product was spilled.
8. Ensure that all connections are closed and locked.
This procedure is compliant with 40 CFR 112.8(c)(8)(iii) and 40 CFR 112.12(c)(8)(iii) and therefore
does not require an environmental equivalence determination.
Joe's Travel Plaza
15600 Harlan Road,Lathrop,CA
Page 21
