i
I
located in the parking area to the north of the containment area. The holes in the berm wall do not
have valves to prevent rainwater or product from flowing from the berm. Additionally, there is a
portion of the berm wall near the pump that is not continuous which would allow product to leave
the berm in the event of a release.Apex recommends installing valves on the drain holes and
completing the berm wall near the pump to prevent product from flowing out of the berm in the event
of a release. The SPCC Plan must be amended following the installation or modification of any
secondary containment structure.
I
When a valve is installed, the valve must be kept in the closed position, except when draining the
secondary containment berms. The content of the secondary containment berms must be inspected by
facility personnel prior to draining to ensure that only oil-free water is allowed to enter the facility storm
water drainage system. After the inspection verifies that only oil-free water will be released, the bypass
valve will be opened and the accumulated water will be released under direct and continuous
supervision. 0
Drainage events are recorded in the log included in Attachment to this SPCC Plan and must be
kept with the Plan for at least 3 years.
I
COMPLETELY BURIED TANKS (40 CFR 112.8(c)(4))
There are two USTs at the subject site. Two of the USTs are located near the convenience store
building: a 10,000-gallon regular gasoline UST and a 20,000-gallon UST split into three
compartments. The compartments include a 12,000-gallon regular gasoline compartment, a 4,000-
gallon diesel compartment and a 4,000-gallon premium gasoline compartment. The remaining UST is
a 6,000-gallon tank containing DEF that is located to"the west of the diesel dispenser canopy. The
USTs are exempt from the requirements of the SPCgulations as they are properly permitted with
the local permitting agency. r
PARTIALLY BURIED TANKS (40 CFR 112.8(c)(5))
There are no partially buried tanks at the facility as defined in 40 CFR 112.2.
PERIODIC INTEGRITY TESTINO(40 CFR 112.8(c)(6))
Visual inspections of ASTs by facility personnel are performed according to the procedure described in
this SPCC Plan. Leaks from tank seams, gaskets, rivets, and bolts are promptly corrected. Records of
inspections and tests are signed by the inspector and kept at the facility for at least five years.
i
Periodic Integrity testing at the facility should be performed in accordance with the Steel Tank Institute
(STI) Standard for the Inspection of Aboveground Storage Tanks, SP-001,2011. The scope and
schedule of certified inspections required by the STI SP-001 2011 standard varies based on the size and
category of the tanks. All tanks at the site are single walled tanks with spill control and release
prevention barriers as defined in the SP-001 standard;therefore, the tanks at the site are classified as
Category 1 tanks. The scope and schedule of each tank is summarized in the table below. Descriptions
for each inspection are included below. j
I
Joe's Travel Plaza
15600 Harlan Road,Lathrop,CA
Page 18
