The visual inspections should consist of a complete walk-through of the facility
property to check the tanks, tank connections, and above ground product piping, and for damage or
leakage, check for stained or discolored soils, and to ensure complete site security. Any problems or
leaks identified by the visual inspection shod be promptly addressed and remedied.
i
The facility should have a visual inspection perfoi7ne minimum of once per month using the STI
SP-001 Monthly Inspection Checklist and the STI SP O1 Portable Container Monthly Inspection
Checklist included as Attachment B. Annual ins p ions for the ASTs should be conducted using the
STI SP-001 Annual Inspection checklist includ in Attachment B. Records of inspections should be
kept with this plan for at 1 t five year .
External AST Inspections
i
Based on the size and STI SP-001 011 category of the ASTs at the site, formal external inspections are
required to be performed by a certified inspector at a minimum of every 20 years from the date of
installation. The formal external inspection should be conducted in accordance with the STI standard
and should include a detailed inspection and/or testing of the ASTs,piping, containment, vents, fill
ports, supports, foundations, overfill prevention devices, and other tank appurtenances. The exact scope
of inspection varies depending on the facility and the exact scope of external inspection necessary to
comply with the STI SP-001 2011 standard at the site must be determined by the certified inspector.
Tanks AST-1 through AST-4 were reportedly installed in 1999; therefore, the next formal external tank
evaluation should be conducted in 2019.
I,
Records of certified tank inspections should be kept for the life of the tank. Internal inspections, leak
testing, and shell test comparisons are not required for any tanks or containers at the site but records of j
these tests should be retained for the life of the tank if performed.
Joe's Travel Plaza
15600 Harlan Road,Lathrop,CA
Page 19
