SAN.JOARIN Environmental Health Department
COUNTY
Aboveground Petroleum Storage Act Inspection Report
Facility Nene: I Facility Address: Date:
JOES TRAVEL PLAZA 15600 SHAR LAN RD, LATHROP February 13, 2020
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Ntaicem Comply)
Item M Remarks
613 CFR 112.7(c)Failure to provide appropriate secondary containment,diversionary structures or equipment.
How the buried piping is provided appropriate containment and/or diversionary structures or equipment to prevent a
discharge is not described in the SPCC plan. The diesel tank loading area is described as having a roll over berm
to provide appropriate containment in the event of a release.The bermed area appears to not be capable of
containing liquid.The southwest corner of the berm is missing and there are cuts on the berm in several areas.
Provide appropriate containment and/or diversionary structures or equipment to prevent a discharge as described in
§112.1(b),except as provided in paragraph(k)of this section for qualified oil-filled operational equipment,and
except as provided in§112.9(dx3)for flowlines and intra-facility gathering lines at an oil production facility.The
entire containment system,including walls and floor,must be capable of containing oil and must be constructed so
that any discharge from a primary containment system,such as a tank,will not escape the containment system
before cleanup occurs. In determining the method,design,and capacity for secondary containment, you need only
to address the typical failure mode,and the most likely quantity of oil that would be discharged.Secondary
containment may be either active or passive in design.At a minimum,you must use one of the following prevention
systems or its equivalent:
(1)For onshore facilities:
(i)Dikes, berms,or retaining walls sufficiently impervious to contain oil;
(ii)Curbing or drip pans;
(iii)Sumps and collection systems;
(iv)Culverting,gutters,or other drainage systems;
(v)Weirs,booms,or other barriers;
(vi)Spill diversion ponds;
(vii)Retention ponds;or
(viii)Sorbent materials.
(2)For offshore facilities:
(i)Curbing or drip pans;or
(ii)Sumps and collection systems.
Provide appropriate containment and/or diversionary structures or equipment to prevent a discharge.You need only
to address the typical failure mode,and the most likely quantity of oil that would be discharged.Secondary
containment may be either active or passive in design.An an amendment to this section of the SPCC plan may
require certification by a Professional Engineer.
This is a minor violation.
FM000174 PR0E15GM 50001 0213202t
EHD18-01 Rcr.&2N1018 Page 5 of Abaveg JPtl —SWr AC OIR
1868 E.
