Sorbent materials are provided in emergency spill equipment kits located around the Facility. These will
be adequate to mitigate any possible minor spills associate with routine handling of products.
Containment structures and capacities are also discussed in the Sized Bulk Storage Tank Secondary
Containment section on Page 15.
Transfer Areas
A description of each transfer(loading/unloading) area and general containment measures for each area
are included below. A properly trained Facility employee is present during the delivery of contents from
the storage containers to observe the delivery or removal and ensure that procedures are properly
followed. Transfer areas are indicated on Figure 2.
• AST-1 through AST-4—The transfer areas for tanks AST-1 through AST-4 are conducted
within the rollover containment berm located adjacent to the AST area. Transfer operations
include transferring product into the tanks from fuel delivery trucks. The tanker truck is parked
in and all connections are made in the rollover containment area and the rollover berm(Figure
3).
o General Containment—The rollover berm is approximately 46 feet wide long, 15 feet
wide, and 2 inches high. The rollover berm has a containment capacity of approximately
884 gallons. Engineered gaps are built into the berm to allow for routine stormwater
surface flow. However, during transfer activities, Facility staff will close off these gaps
using a sandbag to ensure the containment area will function as designed. Additionally,
spill absorbent materials are staged next to the transfer area as a contingency in the event
of a spill. These measures can be deployed quickly and will provide necessary
containment.
• Drums—Transfers in the drum area involves transfer of materials to and from the drums.
o General Containment—The drums are located on a secondary containment pallet with a
capacity of 66-gallons. The spill containment pallet should adequately contain any
incidental spills associated with transferring materials in and out of the drums. Spill
absorbent materials are staged next to the transfer area as a contingency in the event of a
spill outside the pallet. These measures can be deployed quickly and will provide
adequate containment for the expected spill volume (5 to 10 gallons).
• Commercial Truck Diesel/DEF Dispenser Area—There are 12 dispenser islands for diesel
fuel and DEF located under the canopy in the central portion of the Facility. Transfer operations
in these areas are typically performed by customers and include transfer of product into the
customer's vehicle.
o General Containment—There is a rollover berm located on the downslope side of the
dispenser area(east side). The berm will slow any spills and allow for absorbent material
to be placed and prevent the spill from entering the nearest storm drain. These measures
can be deployed quickly and will provide adequate containment for the expected spill
volume (5 to 10 gallons). Additionally,Apex recommends that Joe's Travel Plaza
purchase a rubber mat that can be used to cover the nearest storm drain in the
event of a release.
Joe's Travel Plaza
15600 Harlan Road,Lathrop,CA
Page 14
