The CAO requires that MonierLifetile clean close
the tile waste piles at the French Camp and Lathrop facilities by the 30 June 2006. The
French Camp waste pile was closed on time and a closure report has been submitted. The
Lathrop waste pile has been reduced but due to continued slow demand for tile has not been
closed. Most of the tile waste from both facilities has been recycled into new concrete tiles.
In 2006, Moniterl-ifetile requested a closure extension for the Lathrop waste pile because of
reduced demand for roofing tile. The low demand for roofing tile has continued causing
further delays in recycling the material in the waste pile. However, MonierLifetile has stated
that they will continue to cover the waste pile during the winter months and collect any
stormwater within the containment berms and either reuse or treat the liquid. These action
significantly reduces the threat to water quality on an interim bases. Therefore, staff will not
recommend enforcement action at this time. However, the Lathrop waste pile must be clean
closed by 30 September 2008. Please understand that MonierLifetile continues to be in
violation of CAO No. 5-01-722 and if the waste pile is not clean closed by 30 September 2008
the potential monetary penalties will be calculated from 30 June 2006 date established in the
Order.
If you have any questions please call me at (916) 464-4626 or Ross Atkinson of my staff at
(916) 46 -4614.
Victor J.
