Pape Properties, Inc. January 11,2015 <br /> Limited Phase II ESA 10842 S Harlan Rd, French Camp, CA <br /> Phase II ESA Summary <br /> 1.1 Introduction <br /> This report presents the results of a Limited Phase II Environmental Site Assessment(Phase II ESA) <br /> conducted at 10842 South Harlan Road in French Camp, California (the"project site", Figure 1) by <br /> Caledonia Associates of Redding, California. The property owner is Beneto Properties, Inc.,of West <br /> Sacramento,CA. PacLease,a division of the Pape Group,shares this address with a diesel fuel cardlock <br /> currently operated by Ramos Oil, Inc., and leases portions of the project site to other businesses. The <br /> Phase I ESA and Limited Phase II ESA were conducted concurrently with Pape's lease, remodel, and use <br /> of the project site beginning in summer of 2014. The Phase 11 ESA included only the portion of the <br /> property that is utilized by Pape,delineated with a yellow border on the site Figures. <br /> Several motor-vehicle service and sales businesses are located adjacent to and in the vicinity of the <br /> project site. Most of these businesses include the use and/or storage of diesel fuel, motor oil,other <br /> hazardous materials and products on or adjacent to the project site. <br /> • The Ramos Oil cardlock facility's diesel dispensers and underground storage tank(UST) are <br /> located immediately northeast and east, respectively, of the project site. <br /> • Semi-trucks and trailers, related equipment,and service products and parts are routinely <br /> transferred between PacLease and Pape Kenworth, located immediately south of the project <br /> site. <br /> • Several trucking and transport businesses utilize the project site to access an adjacent parking <br /> yard (Interstate Trucking) and sublease space on the project site to park their trucks and trailers <br /> (Devine Intermodal Trucking and Sun Systems). <br /> 1.2 Previous Investigations <br /> The cardlock facility was the subject of a Phase I ESA conducted by MB Environmental Geology (M BEG) <br /> in 2004 during a change in the cardlock operator. Fuel constituents were detected in the initial soil <br /> assessment and the release of diesel fuel was reported to San Joaquin County Department of <br /> Environmental Health,the local oversight program (LOP or County), in December 2004. The LOP opened <br /> a leaking underground storage tank(LUST) case and ordered further investigation of the cardlock <br /> facility. In September 2006, a soil and groundwater assessment was conducted by Lee& Pierce <br /> Consulting Engineers (L&P). L&P reported that the direction of groundwater flow was northwest <br /> (roughly cross-gradient of the project site). L&P reported no constituents of concern detected in any of <br /> the soil or groundwater samples during their investigation. The monitoring wells were destroyed and <br /> the LOP closed the case in November 2007.
