FINAL SITE 47 SOIL SAMPLING WORK PLAN <br /> PORT OF STOCKTON-ROUGH AND READY ISLAND,CALIFORNIA <br /> 1. INTRODUCTION <br /> Environmental Risk Services Corporation (ERS) has prepared this Site 47 Soil Sampling Work <br /> Plan (Work Plan)on behalf of the Port of Stockton(Port). The Industrial Rail Corporation(IRC) <br /> has proposed building a Rail Car Storage Facility in an area to the south of McCloy Ave. on <br /> Rough and Ready Island (RRI) in the Port of Stockton, CA. Figure 1 depicts the location of the <br /> proposed facility on Rough and Ready Island. <br /> This proposed project involves the construction of a new rail spur for the purpose of providing <br /> storage to rail cars in the process of loading and unloading freight. Construction activities are <br /> anticipated to disturb soil contained within Site 47, which is known to have concentrations of <br /> arsenic in soil that exceed the background concentration for RRI. Soil beneath the rails will be <br /> stabilized with lime, and the maximum depth of excavation for the project will be <br /> approximately 4 feet below the existing grade. The proposed project is expected to disturb the <br /> northwestern edge of Site 47. This area is located in the triangle formed by the intersection of <br /> the Port of Stockton Expressway with McCloy Ave.,near 718 McCloy Ave.in Stockton,CA. <br /> A Soil Management Plan (SMP) has been drafted to instruct onsite workers in the proper <br /> handling of all soil that is disturbed within Site 47. The proposed work in this Work Plan is <br /> intended to better define the extent of arsenic contamination within Site 47. <br /> 2. BACKGROUND <br /> 2.1 REGIONAL SETTING <br /> Rough and Ready Island is located along the eastern margin of the Delta formed by the <br /> confluence of several rivers,including the San Joaquin,Sacramento,Mokelumne, and <br /> Cosumnes Rivers.The Swamp and Overflow Land Act in 1850 initiated the development of the <br /> Delta by conveying ownership of all swamp and Delta marshes from the federal government to <br /> the State of California.The State Board of Swamp and Overflowed Land Commissioners was <br /> created in 1861 to manage reclamation projects funded by the sale of swamp and marshlands. <br /> This authority was transferred to the county level in 1866 and by 1871 most of California's <br /> swampland was in private ownership. <br /> Rough and Ready Island consists of 1,459 relatively flat acres that were originally marshy <br /> grassland.The system of perimeter levees and interior drainage channels built by early settlers <br /> beginning in the 1870s to prevent flooding and to make the land suitable for farming remain <br /> vital to maintaining the integrity of the Island for Port operations. <br /> The United States military first established a presence on the island after World War I and it <br /> was commissioned as the U.S. Naval Supply Annex, Stockton, during World War H.
