FINAL SITE 47 SOIL SAMPLING WORK PLAN PORT OF STOCKTON-ROUGH AND READY ISLAND,CALIFORNIA 1. INTRODUCTION Environmental Risk Services Corporation (ERS) has prepared this Site 47 Soil Sampling Work Plan (Work Plan)on behalf of the Port of Stockton(Port). The Industrial Rail Corporation(IRC) has proposed building a Rail Car Storage Facility in an area to the south of McCloy Ave. on Rough and Ready Island (RRI) in the Port of Stockton, CA. Figure 1 depicts the location of the proposed facility on Rough and Ready Island. This proposed project involves the construction of a new rail spur for the purpose of providing storage to rail cars in the process of loading and unloading freight. Construction activities are anticipated to disturb soil contained within Site 47, which is known to have concentrations of arsenic in soil that exceed the background concentration for RRI. Soil beneath the rails will be stabilized with lime, and the maximum depth of excavation for the project will be approximately 4 feet below the existing grade. The proposed project is expected to disturb the northwestern edge of Site 47. This area is located in the triangle formed by the intersection of the Port of Stockton Expressway with McCloy Ave.,near 718 McCloy Ave.in Stockton,CA. A Soil Management Plan (SMP) has been drafted to instruct onsite workers in the proper handling of all soil that is disturbed within Site 47. The proposed work in this Work Plan is intended to better define the extent of arsenic contamination within Site 47. 2. BACKGROUND 2.1 REGIONAL SETTING Rough and Ready Island is located along the eastern margin of the Delta formed by the confluence of several rivers,including the San Joaquin,Sacramento,Mokelumne, and Cosumnes Rivers.The Swamp and Overflow Land Act in 1850 initiated the development of the Delta by conveying ownership of all swamp and Delta marshes from the federal government to the State of California.The State Board of Swamp and Overflowed Land Commissioners was created in 1861 to manage reclamation projects funded by the sale of swamp and marshlands. This authority was transferred to the county level in 1866 and by 1871 most of California's swampland was in private ownership. Rough and Ready Island consists of 1,459 relatively flat acres that were originally marshy grassland.The system of perimeter levees and interior drainage channels built by early settlers beginning in the 1870s to prevent flooding and to make the land suitable for farming remain vital to maintaining the integrity of the Island for Port operations. The United States military first established a presence on the island after World War I and it was commissioned as the U.S. Naval Supply Annex, Stockton, during World War H.
