0 <br /> Q <br /> Limited Soil Sampling Work Plan anteagroup <br /> 1080 Wildlife Avenue <br /> Stockton, California <br /> 1.0 INTRODUCTION <br /> Antea®Group has prepared this work plan to conduct a limited soil sampling investigation for the site located at <br /> 1080 Wildlife Avenue,Stockton,California(Figure 1). The subject property(assessor's parcel number 162-030-01) <br /> encompasses approximately 40 acres in the western portion of Rough and Ready Island, Port of Stockton. The <br /> subject property is located approximately 800 feet northwest of Fyffe Street and Humphreys Drive, and extends <br /> approximately 1 mile north of the intersection. <br /> As a follow up to a recent Limited Phase I Environmental Site Assessment(ESA)conducted at the subject site,Antea <br /> Group plans to complete this limited soil sampling investigation to establish subsurface contaminant <br /> concentrations in areas of planned construction/excavation areas where there are shallow soil analytical data <br /> gaps,as well as to evaluate potential environmental concerns(PECs)identified in the January 2014 Limited Phase I <br /> ESA. This planned investigation focuses on soil sampling in areas where soil will be displaced for site <br /> improvements, including rail line installation and subsurface utility installation,associated with construction of the <br /> rail welding facility. Planned activities at the site include a site walk, utility clearance, shallow soil boring <br /> advancement,and soil sampling/analyses. <br /> 2.0 SITE BACKGROUND <br /> In January 2014, Antea Group completed a Limited Phase I ESA for the subject site. The report concluded that <br /> based on the available historical information dating back to 1906,the subject site was undeveloped/vacant since <br /> at least 1913. The property use has primarily been undeveloped and vacant, but has included limited industrial <br /> operations since at least the early 1950s. Industrial operations at the site have included the following(all dates are <br /> approximate): <br /> • From at least 1952 to present—railroad operations(as suggested by the railroad tracks present prior to <br /> 1952). <br /> • 1950s to present—piping storage yard in the northern part of the subject site and extending off-site. <br /> The recent Limited Phase I ESA revealed the following recognized environmental conditions(RECs), as defined by <br /> the American Standard for Testing and Materials (ASTM) standard E1527-05, in connection with the subject <br /> property: <br /> • The subject site and adjacent properties include various historic operations dating back to the mid-1940s <br /> associated with the United States Navy. Historical documents report that former operations include <br /> landfill and disposal operations,aboveground storage tank yards, railroad storage yards,clothing disposal <br /> pits that may have contained radioactive materials,and hazardous materials storage yards,among others. <br /> 1 www.anteagroup.com <br />
