Limited Soil Sampling Work Plan 0 <br /> 1080 Wildlife Avenue C:) <br /> Stockton,California a me a g ro u p <br /> Antea Group Project No.UPR8298B <br /> Previous site investigations confirm chemical contaminants are present in soil and/or groundwater at the <br /> site. <br /> • The site has included railroad operations since at least 1937 to present. Rail yard operations historically <br /> include the use of varied hazardous materials such as degreasing solvents, polychlorinated biphenyl <br /> (PCBs) from engines, heavy metals, petroleum hydrocarbons and creosote from railroad ties, which can <br /> result in surface and subsurface impacts. <br /> • Historically,railroad ties were treated with creosote,which is a distillate of tar,and arsenic. Creosote can <br /> leach from railroad ties resulting in soil and/or groundwater contamination. This is a recognized <br /> environmental concern based on the age of the facility,the railroad ties historically used,and practices of <br /> burying railroad ties at the subject property. <br /> • During the site reconnaissance, Antea Group observed signage indicating that <br /> 4,4'-dichlorodiphenyltrichloroethane (DDT) was historically used at Navy-designated Parcel 176. User- <br /> provided information and additional information on the State's GeoTracker database further confirms the <br /> historic use of DDT in various locations along the western-most portion of the Rough and Ready Island. <br /> According to the Port of Stockton,DDT has not been used on the property since the 1970s. <br /> 3.0 SCOPE OF WORK <br /> Antea Group proposes to advance 27 soil borings(131 through 1327)throughout the site area(Figure 2)where <br /> construction contractors may be affected by PECs identified in Antea Group's Limited Phase I ESA. <br /> 3.1 Pre-field Activities <br /> Antea Group has prepared a Health and Safety Plan (HASP) in accordance with Title 8, Section 5192 of the <br /> California Code of Regulations. The HASP(Appendix A)contains a list of emergency contacts,as well as a hospital <br /> route map to the nearest emergency facility. All field personnel will conduct a daily review of the HASP and modify <br /> it with any site-specific updates or changes in conditions. <br /> Prior to drilling, Antea Group will mark all proposed soil boring locations and will contact Underground Service <br /> Alert North(USA)to clear the boring locations of public-owned underground utilities. In addition,Antea Group will <br /> contract an independent locating service to clear the boring locations of private subsurface features or other <br /> obstructions. <br /> Also prior to subsurface soil sampling, Antea Group will obtain all necessary permits and approvals from the San <br /> Joaquin County Environmental Health Department (SJCEHD), which should follow submittal of the following <br /> documents to SJCEHD: 1) Well& Boring Permit Application; 2) Well& Boring Permit Application Supplemental <br /> (Licensed Contractors Declaration,or"LCD"); 3)Master File Record Information, or"MFR";4)applicable fees; and <br /> 5)this Limited Soil Sampling Work Plan. <br /> 2 www.anteagroup.com <br />
