WASTE DISCHARGE REQUIREMENTS 2 <br /> J. R. SIMPLOT COMPANY <br /> LATHROP, SAN JOAQUIN COUNTY <br /> Stipulation, and that Simplot assumes responsibility for the proper handling, storage, and <br /> disposal of liquid and solid wastes and storm water runoff in accordance with the Stipulation. <br /> 8. The Discharger manufactures and formulates fertilizers at the Lathrop facility. <br /> 9. WMUs at this facility consist of three lined ponds and one unlined pond, as shown in <br /> Attachment "B", which is incorporated herein and made part of this Order. <br /> WASTES AND THEIR CLASSIFICATION <br /> 10. Order No. 83-038 permitted the discharge of up to 3.6 million gallons per day (mgd) of <br /> process waters from the manufacture of fertilizer pellets to the asphalt-lined pond. This water <br /> was recycled for use in the fertilizer manufacturing. The Discharger is proposing to continue <br /> operation of all three lined ponds in this same manner. However, discharges from the <br /> process area are intermittent and consist of periodic discharges of process and washdown <br /> water. Average discharge is estimated at 0.05 mgd. <br /> 11. The Discharger also discharges an average of 0.03 mgd of stormwater runoff from the <br /> fertilizer manufacturing process area and zeolite softener backwash water to two 3.0-acre <br /> hypalon-lined evaporation ponds and one 3.5-acre asphalt and sealant lined holding basin. <br /> Concentrations of total dissolved solids (TDS) (primarily ammonium sulfate and calcium <br /> oxide) in the process area discharge and stormwater from the process area is generally greater <br /> than 2,000 mg/1 and may exceed 10,000 mg/1. These wastes are classified as 'designated' <br /> using the criteria set forth in Chapter 15. <br /> 12. The Discharger's ground water monitoring indicates that water quality may have been <br /> impacted at this site from discharges from the asphalt-lined pond containing elevated levels of <br /> TDS and sulfates. As part of a Corrective Action, the Discharger is proposing to retrofit the <br /> existing lined ponds to meet Chapter 15 standards for Class II surface impoundments. <br /> 13. The Discharger discharges an average of 0.089 million gallons per day (mgd) of stormwater <br /> runoff from the non-process area, cooling tower and boiler blowdown and wastewater from <br /> a small package sewage treatment facility to a 7.8-acre unlined pond. The concentration of <br /> TDS in these discharges is generally less than 1000 mg/l. <br /> 14. Discharge of wastewater from the package sewage treatment plant, stormwater from the non- <br /> process area, cooling tower and boiler blowdown to the unlined stormwater pond is exempt <br /> from the requirements of Chapter 15. The exemption, pursuant to Section 2511(b), is based <br /> on the following: <br /> a. The Board is issuing waste discharge requirements, and <br /> b. The discharge complies with the Basin Plan, and <br /> C. The wastewater does not need to be managed according to 22 CCR, Division 4, <br /> Chapter 30, as a hazardous waste. <br /> However, this discharge is regulated as Non-Chapter 15 waste and is included in these <br /> requirements. <br />
