INTRODUCTION <br /> This Community Profile is submitted as part of the Preliminary Endangerment Assessment (PEA) <br /> Work-plan for the assessment of the Metalsa Structural Products, Inc. Stockton, California site. <br /> The PEA is being conducted at the site as part of the closure activities for the Metalsa facility. <br /> 2. BACKGROUND INFORMATION <br /> The Metalsa facility produced truck frames for the Toyota/General Motors plant in Fremont, <br /> California. In 2010, Metalsa was informed by Toyota/GM that the production at their plant <br /> would cease operations and the plant would be closed. Metalsa, in turn, began shut down of <br /> their Stockton plant shortly thereafter. <br /> In late 2010, Metalsa notified the local Certified Unified Program Agencies (CUPAs) of their <br /> planned closure. A dismantling vendor was selected and all structures in the Metalsa facility <br /> were removed by late 2012. <br /> In January of 2013, the CUPA agencies inspected the Metalsa facility to review closure activities. <br /> Previous sampling and analyses performed by Environ International Corporation as part of a <br /> Phase I Assessment in 2010 were reviewed at that time. This earlier assessment indicated a <br /> potential for soil and groundwater concerns. Consequently, Environ conducted a Phase II <br /> assessment that resulted in elevated levels of arsenic and chromium in some soil samples, and <br /> arsenic and benzo(a)pyrene in some groundwater samples. <br /> Based on the review of this data, the local CUPA referred the closure to the Department of <br /> Toxic Substances Control (DTSC). Metalsa and DTSC then executed a Corrective Action <br /> Consent Agreement that required a PEA be conducted for the site. This Community Profile is <br /> required as part of the PEA Work-plan. <br /> 3. FACILITY AND AREA DESCRIPTION <br /> The Metalsa facility was built in 1993/1994. Prior to this construction the site was used for <br /> agriculture purposes. The facility includes one main building of approximately 130,000 square <br /> feet located on the 15.5 acre site near the corner of Industrial Drive and Airport Way. A 10,000 <br /> square foot expansion was built onto the west side of the building in 2000. The yard to the <br /> south and side driveways of the building are paved, and the front (north) of the building have a <br /> grass area and a paved parking lot. See Exhibits 1 and 2. <br /> The areas around the Metalsa facility are either undeveloped or have historically been primarily <br /> used for industrial and commercial purposes since 1990s. The closest residential housing is <br /> approximately 0.5 miles to the North. There are no schools, churches, hospitals, parks or other <br /> public areas within one-half mile. The Stockton Metropolitan Airport terminal building is located <br /> 0.9 miles to the south along Airport Road. The Little John Creek is located approximately 400 <br /> feet to the north. <br /> A large warehouse building is located to the west of the Metalsa site, and other smaller <br /> industrial buildings are located to the east and southeast.
