PRELIMINARY ENDANGERMENT ASSESSMENT <br /> Metalsa Structural Products,Inc. <br /> EPA I.D. Number CA0000142331 <br /> Docket HWCA: P1-13/14-002 <br /> 1550 Industrial Drive, Stockton, California <br /> June 17,2014 <br /> 1.0 INTRODUCTION <br /> This document presents the Preliminary Endangerment Assessment (PEA) Workplan for the Metalsa <br /> Structural Products property located at 1550 Industrial Drive in Stockton, CA ("the Site;" Figure 1). <br /> GeoRestoration, Inc. (GRI) has been retained by Metalsa Structural Products, Inc. to complete the <br /> PEA for the site. When approved by the Department of Toxic Substances Control (DTSC), GRI will <br /> implement the workplan and complete the PEA report. <br /> The workplan has been developed based on past site operations and previous investigation work. <br /> Documents reviewed for the site are as follows: <br /> • Department of Toxic Substances Control,Final Corrective Action Consent Agreement for the <br /> Metalsa Structural Property located at 1550 Industrial Drive, Stockton, California, May 20, <br /> 2014. <br /> • ENVIRON International Corporation, Phase 1 Environmental Site Assessment and Limited <br /> Environmental Compliance Review, Dana Holding Corporation, 1550 Industrial Drive, <br /> Stockton, California, February 2010. <br /> • ENVIRON International Corporation, Phase Il Environmental Site Assessment, Dana <br /> Holding Corporation, 1550 Industrial Drive, Stockton, California, 2010. <br /> This workplan provides guidelines for field sampling and laboratory analysis. The investigation <br /> results will be used to determine if further action or no further action is required. Field activities are <br /> scheduled for Julyl and 2,2014 and will be conducted by GRI. The workplan contains a summary of <br /> existing data, a sampling and analysis plan (SAP), a site-specific Health and Safety Plan (HASP), <br /> and a Community Profile. <br /> Project scoping was conducted during a meeting on June 13, 2014 attended by representatives of <br /> Metalsa Structural Products, GRI, Enviroserv, Chemical Solutions, Inc, and DTSC. The PEA <br /> workplan will be implemented in general accordance with DTSC guidelines provided in the <br /> Preliminary Endangerment Assessment Guidance Manual (1999, Revised October 2013) and <br /> (USEPA's) "Sampling and Analysis Plan, Guidance and Template"(2004). <br /> 1.1 Scope and Objectives <br /> The scope of the PEA is to determine whether current or past management practices have resulted in <br /> the release or threatened release of hazardous substances which pose a threat to public health or the <br /> environment.
