Box 8038 <br /> Stockton, CA 95208 <br /> INCOMPLETE REPORT OF WASTE DISCHARGE, FOPPIANO RANCH AND PACKING <br /> SHED, LINDEN, SAN JOAQUIN COUNTY <br /> I have reviewed the 30 September 2002 Report of Waste Discharge (RWD)prepared by Chesney <br /> Consulting and determined that additional information is required. Therefore, this letter requests <br /> additional information necessary to complete the RWD. The RWD addendum must address all the <br /> items listed below and must be prepared under the supervision of a California licensed Registered <br /> Engineer. <br /> • Based on the information presented in the RWD the site's threat and complexity is classified as <br /> 2-C. Please provide a check made out to "State Water Resources Control Board"in the amount <br /> of$2,025. <br /> • The RWD describes mixing stormwater with industrial wastewater; you should be aware that the <br /> entire mixture must then be managed as industrial wastewater. Foppiano Ranch may wish to <br /> reevaluate the plan. It is recommended you contact George Day(916) 255-3506 of the <br /> Stormwater Unit regarding other options for stormwater disposal. <br /> • The water balance did not use the 100-year return annual total rainfall data distributed monthly <br /> in accordance with historical rainfall patterns. Information on the 100-year annual total rainfall <br /> amounts are presented in the California Department of Water Resources' 1982 publication <br /> Rainfall Depth-Duration Frequency for California and are also available from Matt Winston <br /> (916) 574-2615, at the Department of Water Resources. Please resubmit the water balance using <br /> the 100-year return annual total data. <br /> • The water balance indicates the wastewater storage pond is not large enough to store all the <br /> wastewater that will be discharged to it without discharging to the land application area during <br /> the winter months. Discharge of wastewater to land application areas when the soil is saturated, <br /> or during rain events is generally not allowed. The water balance must include a monthly water <br /> balance that includes the amount of water stored in the pond. If stormwater is discharged to the <br /> pond, the stormwater must be included in the water balance. <br /> California Environmental Protection Agency <br /> �a Recycled Paper <br /> The energy challenge facing California is real.
