Henry Foppiano -2 - 24 October 2002
• The potential for residual chlorine and organic material to form trihalomethane compounds is
not addressed in the RWD. Because residual chlorine concentrations are likely to exist in the
wastewater, the RWD must describe how THMs degradation of groundwater quality will be
prevented.
The amount of wastewater described in the RWD is very low. Will the produce be cooled with
water? If cooling water is used, it is considered wastewater and must be handled appropriately. .
• Please provide a copy of the San Joaquin County Environmental Health Department septic tank
permit and the Soil Suitability Report that was submitted to the Health Department.
Please note that California Water Code (CWC) Section 13260 requires dischargers to submit a
complete Report of Waste Discharge (RWD) at least 120 days prior to discharging wastewater and
discharge of wastewater without WDRs can incur administrative civil liabilities. To allow adequate
time for review of the RWD addendum prior to asparagus and cherry processing season, the RWD
addendum shall be submitted by 9 December 2002. If complete, Regional Board staff will then
prepare tentative WDRs for the Regional Board's consideration.
If you have any questions about this request, please telephone me at (916) 255-3116.
TIMOTHY R.
