FLUOR DANIEL GTI
July 18, 1997
Ms. Margaret Lagorio
San Joaquin County Health Services Agency
P.O. Box 388, 304 East Weber Avenue
Stockton, CA 95201-388
Subject: Work Plan for Environmental Site Assessment
Southwest corner of Grant Line Road and Pombo Drive
Tracy, California
(APN-238-030-24)
Fluor Daniel GTI Project 020700544
Dear Ms. Lagorio:
Fluor Daniel GTI, Inc. (Fluor Daniel GTI) submits this letter on behalf of The Southland Corporation
(Southland) as a work plan to conduct soil and groundwater assessment at the property located at the
southwest corner of Grant Line Road and Pombo Drive in Tracy, California (APN-238-030-24) (Figures 1
and 2,Attachment 1). The work scope includes drilling four soil borings, sampling soil and groundwater
from the borings, and preparation of a site assessment report summarizing the methods and results of the
work performed. The site is a vacant lot and has been historically used for agricultural purposes. The
purpose of the work is to verify that soil and groundwater at the subject site has not been impacted by
petroleum hydrocarbons, metals, or pesticides. This work is being done as part of a possible property
acquisition between the Pombo Family Account and The Southland Corporation. Attachment 2 contains an
access agreement signed by the property owners to conduct the soil and groundwater investigation at the
site. Details of the work scope are described below.
TASK 1: SITE-SPECIFIC HEALTH AND SAFETY PLAN/BACKGROUND REVIEW/PERMITTING
A site-specific Health and Safety Plan for the site has been prepared by Fluor Daniel GTI as required by the
Occupational Safety and Health Administration (OSHA) Standard "Hazardous Waste Operations and
Emergency Response"guidelines (29 CFR 1910.120). The document will be reviewed and signed by all
Fluor Daniel GTI personnel and subcontractors performing work at the site.
Fluor Daniel GTI will conduct a technical review of the pertinent site information prior to conducting work at
the site. On-site underground utilities near the proposed boring locations will be marked by a private
underground utility locator company, and Underground Service Alert (USA) will be contacted and requested
to notify the local utility companies to mark the location of underground utilities surrounding the site.
A soil boring permit from the San Joaquin County Public Health Services (SJCPHS) is included as
Attachment 2.
0544ases.wkp(Sthl-)
757 Arnold Drive, Suite D / Martinez, CA 94553 USA (510) 370-3990 FAX (510) 370-3991
