The nature of the delays is partially due to the engineering and <br /> permitting challenges of our location on Victoria Island and the age of our buildings. Namely, we are located in <br /> the floodplain, do not have a natural gas line, have limited power access and have neither city water nor sewer. <br /> After Planning Commission approval in June 2018, we began meeting with individual departments to satisfy their <br /> use conditions. At the same time, we began engineering a solar installation project that could provide enough <br /> consistent power for the distillery and farming operations. This 1,500 panel project was completed in June 2019 <br /> {BP#1900053). <br /> We met with the Flood Division in Public Works on July 13, 2018 to review the project and conditions of approval. <br /> Because of our location in the floodplain, we were unable to secure approval of our original plans. The extensive <br /> renovations required for the building could not be achieved without triggering a "Substantial Improvement" in <br /> FEMA's guidelines. The location is ineligible for a substantial improvement due to its low elevation. After six <br /> months, we decided to change the location to another building within the original approved area in order to satisfy <br /> flood conditions and avoid a substantial improvement. It took several months to update our plans and several <br /> more to obtain approval of the new plans.
