LIMITED ENVIRONMENTAL SITE ASSESSMENT
REPORT
22 E.Lindsay Street
Stockton, California
June 24, 2004
1.0 INTRODUCTION
Condor Earth Technologies, Inc. (Condor) conducted a Limited Environmental Site Assessment (ESA)
for the site located at 20 E. Lindsay Street, Stockton, California (Figures 1 and 2, Appendix A). The
Limited ESA was conducted at the request of Kitty Walker of the City of Stockton Department of
Housing and Redevelopment to evaluate potential contamination issues associated with historical land use
practices at the site. This report includes site background information, a description of the field sampling
procedures and analytical methods used to conduct the work, a description of the laboratory analytical
results, and conclusions.
2.0 SITE BACKGROUND
Prior to conducting soil sampling at the site, available historical data was researched regarding the site
and the site vicinity. City directories, Sanborn Fire Insurance Maps, aerial photographs, topographic
maps, environmental government databases, and San Joaquin County Environmental Health Department
(SJCEHD) files were reviewed.
2.1 CITY DIRECTORIES
Polk City Directories for the years 1927 through 2002 were reviewed. The site address was listed as being
the location of automotive repair businesses (1947, 1962, and 1982 through 2002), marine supply store
(1967), and a boat sales business (1972 through 1977). The city directory listings for adjacent properties
revealed that the site vicinity has historically been used for mixed residential and commercial use.
Multiple automotive repair and marine sales businesses have operated in the area since at least 1927. A
table with a summary of the city directory listings for 1927 through 2002 for the site vicinity is included
in Appendix B.
2.2 SANBORN FIRE INSURANCE MAPS
The 1895, 1917, and 1950 Sanborn Fire Insurance Maps for Stockton were reviewed. The 1895 Sanborn
Map revealed that a stable was located on the site. Houses, stables, a doctor's office, and two elevated
tanks (one with a mill)were located on adjacent properties in 1895. The 1917 Sanborn Map indicated that
a house, a warehouse, and a stable were located on the site property. Houses, a fueling station (Shell
Company of California Fueling Station No. 18) with a 300-gallon underground storage tank (UST), a
brick garage, and the San Joaquin Creamery building with an office, packing area, water tank, fuel oil,
and a possible boiler were located on adjacent properties on the 1917 map. The 1917 fueling station was
located on the southwestern corner of E. Lindsay Street and N. El Dorado Street. The San Joaquin
Creamery was located at the northeast corner of E. Miner Avenue and N. Center Street (Lindsay Levee).
The 1950 Sanborn Map indicates that an auto muffler service was located at the site. Auto repair shops,
auto sales and service businesses (one with a 500-gallon UST), city hall, grocers, a laundry, and a tire
service and boat and marine supply business were located on adjacent properties according to the 1950
map. The 500-gallon UST was located beneath N. El Dorado Street in front of the auto sales business,
south of and adjacent to the Shell station.
a CONDOR
